국문 초록

최근 전세계적으로 방송의 공익이념에 기반한 공영방송제도는 위기에 직면하고 있다. 우리나라에서도 1990년대 이래 공영방송 체제의 위기를 극복하기 위한 논의가 지속적으로 이루어졌다. 특히 신정부 출범 이후에는 KBS2, MBC 민영화를 핵심으로 한 공영방송 구조개편이 주요 방송정책 의제로 부상하였다. 이러한 공영방송 민영화론은 공영방송에 내재된 정치적 독립성, 경영적 비효율성, 채널 간 특성 및 편성 비차별화 등의 문제를 근거로 하고 있다. 하지만 현재의 공영방송 구조개편론은 한국 방송질서의 변화 방향에 대한 정책적 청사진을 제시하지 못하고 다분히 정치적 논리만을 내포한 한계를 지닌다. 우리나라 공영방송이 직면한 정체성, 정당성, 경영상 위기는 엄연한 현실이다. 하지만 공영방송 민영화가 이에 대한 해답이 될 수는 없다. 공영방송은 사회적 커뮤니케이션의 건강성, 더 나아가 건강한 시민민주주의와 직결된 중차대한 제도적 기반이다. 따라서 공영방송 구조개편 논의는 공영방송의 민영화가 아니라 공영성 강화를 지향하는 것이 되어야 한다.

영문 초록

Recently, public broadcasting system in the world, which is based on the public interest principle, has been facing a crisis. In Korean society also, the discussions on how to overcome the crisis of public broadcasting has been continued since 1990. Especially, after the inauguration of Myoungbak Lee administration, the restructuring of the public broadcasting system focusing on the privatization of KBS2 and MBC has emerged as one of the critical broadcast policy issues. Those who argue for the privatization find the reasons in such problems as the political dependency, managerial inefficiency, and commercialized programming of public broadcasting. The politically oriented restructuring plan, however, has little to do with the developmental blueprint of overall broadcasting system. The crisis of the public broadcasting system, in terms of its identity, legitimacy and managerial efficiency, is an undeniable reality. Nonetheless, the privatization of public broadcast system cannot be an appropriate solution. Public broadcasting system is a critical foundation for sound social communication and civic democracy. The discussion of public broadcasting restructuring should be directed toward how to strengthen “the publicness” in the public broadcasting system instead of its privatization.
