일본의 구조개혁특구제도 운영현황 및개선방안 연구

국문 초록

본 연구에서는 최근 경제특구를 둘러싼 국가 간 경쟁이 심화되는 가운데 일본의 규제개혁 특구제도에 초점을 맞춰 현행 제도의 운영실태 및 문제점에 대해 살펴보았다. 분석결과, 규제완화정책의 일환으로 2002년 도입된 일본의 규제개혁특구제도는 2003년 이후 지정된 특구 1,241개 중 867개가 전국 전개되었으며, 특구 내 신규 고용창출 및 사회경제적 비용 절감 등일정 부분 가시적 성과를 거둔 것으로 나타났다. 한편, 현행 일본의 구조개혁특구제도 운용 상의 문제점으로는 구조개혁특구를 활용한 경제적 파급효과 미비, 참여기업의 특구사업 실패에 따른 위험부담 가중, 특구에 대한 객관적 평가시스템 미비, 정부의 재정지원 부재 등을들 수 있다. 이에 대한 개선방안으로 규제특례 발굴을 위한 수요조사의 정기화 및 규제등록 시스템 정비, 특구 평가를 위한 객관적인 지표 개발, 지역재생사업과의 연계 강화 등을 제시 하였다.

영문 초록

Purpose : Under competitive conditions on the special economic zones across the countries, this study analyzes the operational realities and problems of the current systems in Japan, mainly focusing on institutional aspects. Research design, data, methodology : First, Chapter 2 outlines previous research on the special economic zone system in Japan. Chapter 3 discusses the process and characteristics of the structural reform special system in Japan. Chapter 4 explains the current status and problems of the current structural reform special system and suggests ways to improve it. Finally, Chapter 5 summarizes the contents of this article. Results : As part of deregulation drive, the system was introduced in 2002. After 2003, 1,241 zones were designated as the “Special zone of structural revolution” in Japan. Among them, 867 special zones are nationalized, and it creates employment and reduces socioeconomic costs. Conclusions : Apart from these achievements, the major four problems are addressed in the current operating system of “Special zone of structural revolution”: an immaterial increase of economic ripple effects, a burden on participating companies in these special zones, the absence of the objective evaluation index and system, and a lack of government’s financial supports.
