영문 초록

In Korea there has been a two-stage island development plan since 1988 (1st stage : 1988-1997, 2nd stage : 1998-2007). Main contents of the plan is to construct the infrastructure of island and improve accessibility to the island. As a result of the plan, the quality of civil life on the island became better and accessibility by the tourists improved remarkably. Korean government plans to invest 2.1 trillion wons to develop 408 islands during the period of 1988-2007. This paper is to figure out a reasonable way of island development plan in Korea and make a base of comprehensive development plan for other countries. We apply the factor analysis method to find some important factors for establishing the ranking criteria and developing patterns of island development plan. At the same time we analyse some regulations and administrative aspects such as government budgeting and other development plans applicable to the islands.
