영문 초록

The aim of this article is to explore a variety of methods and routes for an introduction of the land-banking program, and to determine it practicability as a solution for the shortage of affordable industrial land and for the containment of demand pressure and subsequent indiscreet encroachment upon agricultural land. For this, the authors discuss, first, various problems related to current use and supply of industrial land, and then, the necessity for the introduction of land-banking program and its direction and expected effects. Some of the findings are: (1) for a successful introduction of the program, the responsible party for the program management must be clearly delineated; (2) the land to be incorporated to the bank is better to be idle semi-agricultural and forest land, which, in turn, to be designated as the Land Supply Area for Rural Industries; (3) for a prompt and timely land acquisition, current legal codes and regulations must be revised, possibly by inserting a provision for the so-called Land Preemption Program in the Rural Area Improvement Act; (4) a considerable amount of financial resources must be firmly secured for the land acquisition; and (5) the bank land need to be sold in lots rather than to be leased. The Land Preemption Program is widely adopted in many countries as a sort of compromising approach between land expropriation and land trade. Once the program is in place, land owners in the planned area, who want to sell their lots, are required to notify the agency in charge of the program, and the agency has a priority over other parties to purchase the land. Finally, the authors emphasize a need for a pilot project or a carefully designed advance study to check for the practicability of the program - especially any unexpected costs and ill side-efffct.
