This paper addresses the ill-legal parking problems in the metropolitan area. The main cause of ill-legal parkings is due to the shortage of parking facilities. There are two alternatives in expanding parking facilities to resolve the parking space limitation: public or private parking facilities expansion. It realistically next to impossible to construct more public parking facilities because of the limited public funding. As a result, many expect that the private sectors play more important role in mitigating parking space limitation. However, the private sector is reluctant to invest into the private parking business because the growing ill-legal parking decreases the profitability of private parking business. Considering social costs associated with ill-legal parkings such as the interruption of traffic flows on roads, the endangerment of pedestrian`s safety, the prevention of emergency vehicles accessibility and the reduce of private parking garages` demand, it is absolutely necessary to strictly control over ill-legal parkings. However, most local governments have failed to control ill-legal parkings effectively because of high administrative costs of doing so. Another way of controling ill-legal parkings is a tow-away. It is also important to recognize that parking services, tow-away services and ill-legal parking controls are all parking related services and have common inputs such as parking spaces and man-powers. If these three services are produced jointly, their production costs can be reduced because of the scope of economies. This paper presents an integrated parking service system by privately parking garages. The integrated parking service system is expected to reduce ill-legal parkings, to increase the supply of parking facilities and to improve the quality of parking and tow-away services.
