영문 초록

Taebaek, once recognized as a booming mining city has experienced a rapid population decline. Over the five years between 1987 and 1992, 34% of the population left the city. The city now faces severe problems such as unemployment, vacant houses, the loss of local taxes, and low morale. The decline of the city is largely caused by the fact that the city has heavily depended upon one industry, mining. It is however further accelerated by the central government`s coal policy in the last 1980s to phase out Korea`s inefficient coal mines. In a centralized country touch as Korea, the local government does not have any autonomous power to make its own plan. It is therefore the citizen that have actively demonstrated against the central government and have tried to reorganize the city.
