In this study, as the process of a public policy, the concept of co-productive participation is used and the implementation process and outcome of participation in coproduction which verifies and studies a public housing land development policy is surveyed. The purpose of this study is to analyze and evaluate the implementation process and outcome of the policy through the process of participation in a public housing land development policy in the light of efficiency and equity. The objects to verify and examine are three districts for a public housing land development enterprise in Tae-gu, which was carried out by the Kyung-buk Branch of the Korea Land Corporation, Tae-gu City Development Corporation. And these objects are analyzed through X²-test dispersing analysis (ANOVA) with the data such as compensatory ledgers for land, real estate, related papers, reports and inquiries. The results thus obtained are summarized as follows. (1) The public housing land development enterprise which was verified in this study does not come up to the normative model for the participation in coproduction. According to the result of analysis, the efficiency is high, while the equity low. The Korea Land Corporation is, relatively speaking, higher than Tae-gu City Development Corporation in efficiency. But both corporations low in vertical equity within internal relation. (2) In the process of a public housing land development policy, a private house construction company cooperate with a subject in policy and fill the role of an associate-subject in policy as an institutional participant. But, though the possessors of land, real estate as subjects of private profit are important offerers in the process of a public housing land development policy, they do not participate in the process as noninstitutional participants. So exchange-dealings and dissesions are brought about. And a subject in policy Ieads those who possess abundant land and real estate to participate in coproduction. Through this, they show the form of exchange-dealings to a subject in policy. While those who have little resources show dissensions. (3) In the case of participants for private profit, the form and result of reciprocal action are different according to the characteristics of person and resource. Especially, among them, those whose residenee are the outside of project areas and who have abundant resource for coproduction show the form of exchange-dealings, and participate in coproduction. (4) According to the forms of subjects in policy in the process of a public housing land development policy, subjects for private profit show the forms of both coproduction and non coproduction. So, the difference of these forms give rise to many dissensions. (5) A large public housing land development enterprise which come into force on the outskirts of cities make inhabitants on the outskirts(farmers or the low income classes) more to another outskirts. (6) As a large public housing land development enterprise needs vast funds, phenomena such as the raise of a land value and the speculation in real estate happen. (7) As non-participants in a public housing land development enterprise, inhabitants are divided into two groups. Inhabitants on the outskirts of project areas make much money out of it, while the low income classes suffer a loss that much. There are many cases which sacrifice the profit of the low income classes but act for the middle and upper classes. In conclusion, this study made it clear that to realize the ideal participation in the process of a public housing land development policy, people from various classes have to participate in the discussion for the decision of policy. Through this, the efficiency of production process, the fair distribution of results, and the harmony of profit from land development would be come true.
