영문 초록

Through high growth time for last 30 years, principal problem about our spatial development policy is to deteriorate regional development in all parts of politics, economy, society and culture etc., So we can see relative low development in island area. These problems formulated extremely durable structure by bringing about polarization phenomenon rather than balance development resulted in emphasize efficiency by Top-down development strategy. I.L.O. and WORLD BANK tried to substitution of development recognition about `basic needs approach` in order to break unbalance development. This is new development strategy that pursue growth with equity strategy but of growth-centre planning, that is to say, spatial development strategy on a small scale in alternative development strategy of emphasizing resident`s basic needs. Therefore, the cores of this study (1) review the theory of Top-down and bottom-up; (2) propose the proper method direction by contributing to the solution about the conflicts of inter-purpose in island area.
