영문 초록

All the country experiences rainstorm disaster almostly every year, by the asia monsoon weather. The cyclical rainstorm has caused thousands of victim and the damage equivalent to 340.9 billion won in yearly mean for the last ten years. Recently, the rapid urbanization and industrialization in the coastland has become the key causes of the damage. The national disaster protection system is divided into the two parts of `in advance` and `post factum`; those of the man power education-training plus the act establishment, and emergency rescue system building. None the less, it faces not a little difficulties because of the weak cooperation among the relevant agencies and the insufficient finance in local level. The paper describes the local disaster characteristics in the aspect of regional taxonomy, and suggests the desirable protect system. Conclusively speaking, almost every local government accepts the natural disaster as a haphazard, not the regional vulnerableness, so that the proper preparation impossible by itself. Structural preparedness must be emphasized in watershed management, land use control, and disaster impact assessment. Also, more broad cooperative system and disaster insurance must be enlarged in private sector.
