영문 초록

The counter paradigm of the traditional regional development policies which are characterized by economism, outward orientation, strong drive by the central government emphasizes endogenous and autonomous development of a region. The essence of the new paradigm is capacitation, in other way, the enhancement of regional capacity. The capacity of a region is the capacity total of industries, educational institutes, public sectors and citizen organizations which are the major constituents of a community. Through the cooperation between industry, university and local government, each body is able to enlarge its self capacity, and which as a result helps to vitalize regional economy. Such cooperation is highly obstructive at a regional/local level in Korea due to the strong vertical linkages which are associated with the political environment of the traditional strong central government system of the country. Nevertheless, because of the complementary and symbiotic relations among them, there still remains a lot room for the cooperation between them. Mokpo has more or less advantageous conditions of cooperation for developing regional economy such as agglomerations of industries, higher education institutes, various public institutes to some extent, appropriate city size for effective diffusion of innovations, strong regional intergration, abundant small-scale potentials, flexibility in production due to the dominant proportion of small and medium sized-industries, and high proportion of local industries and few branch plants of exogenous enterprises. The target fields of cooperation are enhancement of entrepreneurship, retainment of qualitative labor forces, encouragement of local universities and local government for active envolvement in regional economy.
