영문 초록

The main purpose of this paper is to provide knowledge on managing serious urban growth problems through an evaluation of Korean urban growth management systems, growth management tools, and operation of the systems focused on such general growth problem as land development, land speculation, quality of living environment, urban infrastructure, urban service, public facilities, and financial difficulties faced by local government in an exploratory approach. We have found that (1) Korean Urban Growth Management systems, characterized by unorganized, rigid, and unprogrammed, have limited number of growth management tools, composed with mainly police power devices and taxation and price mechnism devices, recapturing betterment, (2) most of the tools evaluated, the emphasis is not on any incentive, but regulation or discouraging land dcvelopment, (3) urban plan dealing with major growth problems, do not implemented in an efficient maners. In spite of serious urban growth problems, We do not have an efficient urban growth management systems and tools. We strongly recommended that (1) local governments play a dominant role to manage their urban growth, (2) Central Government prepare applicable growth management tools new to Korea enough to choose appropriate techniques for Local Governments, and (3) local government run growth management programs focused on improving efficiency of the systems, not on operation of simple, easily applicable and least costs tools.
