영문 초록

This paper estimates both the level of economic activity and the fiscal capacity for the elementary units of local government in the data of 1989 to test a hypothesis that a financial capability of local government is closely correlated with the economic activitres using a principal component analysis. The estimation results of the economic capacities show that, for cities, the first principal is consisted of the three variables such as production, income, and industrial structure and that, for countries, variables such as population, production, income, industrial structure, and unemployment are highly correlated. The estimation results about local fiscal capacities are as follows. First, in the case of the scale indicator, the economic capacity is positively related with the scale indicator in cities while negatively correlated in counties. Second, in the case of the structure, the proportion of current general resources is highly correlated with that of the compensation for civil servants or investment expenditure. Third, in the case of the administration, the indicating variables such as fiscal capacity ratio, current revenue-expenditure ratio, and responsible revenue-expenditure ratio are significant. Finally, in the case of the general indicator composed with three fiscal indicators, both the capital and the industrial areas rank high for cities. The counties close to be the metropolitan area and industrial areas are highly ranked.
