영문 초록

Since the opening of local councils in Korea, Taejon and Choongnam province have experienced an incomplete local autonomy system because the president of each government has not been selected by public vote. The main purpose of this study is to propose a system in whcih both of the central and the local government take a share of financial as well as administrative role for public housing problems in Taejon and Choongnam province. This study particularly focuses on the role of supplying the public housing for the lower income house holds. This study states that all roles concerning public housing problems have to transfer from central to local government while considering in terms of Taejon and Choongnam province except for the roles of financial support and nationwide housing problems such as national planning of public housing investment, the securing of minimum housing standard for the lower income households, and national planning of land use.
