국문 초록

이 연구의 목적은 해방 후 미군정기 한국정부의 형성과정과 경찰활동의 부패사와 공과를 고찰한 논문이다. 우리나라는 45년 해방과 더불어 제국주의적 일제 경찰제도를 벗어나는 계기를 맞이하는 시대였지만 미군정이 실시되면서 일제경찰의 잔재가 그대로 계수되었고 그 후 남북분단의 고착화, 냉전체제 등으로 인하여 현재까지 그 잔재가 투영되고 있다. 일제강점기를 거쳐 미군정이 시작됨과 동시에 한국경찰은 국민을 위해 봉사하고 민주주의를 수호하는 역할을 하여야 함에도 이러한 경찰이념의 전통은 사라 지고 또다시 강압적이고 권위적인 이미지가 형성됐다는 사실이 경찰사의 오점으로 남는다고 볼 수 있다. 본 논문의 목적은 미군정기 시 한국통치 기구의 성립과정을 고찰하고자 하며 또한 경찰의 성립과 활동상황을 살펴볼 것이다. 이와 함께 미군정기 경찰부패사 활동을 통해 바른 경찰사 정립을 위한 역사적 사실들을 고찰하고자 한다. 이를 위해, i) 미군정기 정부성립과 활동을 고증하고 ii) 미군정시기 경찰의 부정적 활동이 무엇인지 그 원인을 분석하고자 하며, iii) 경찰의 치안활동 및 정치적 예속화 문제점을 평가하고, iv) 오늘 날 국립경찰, 민주경찰로서의 한국경찰의 좌표가 무엇인지를 도출한다. 본 논문은 해방 후 정국상황에서 한국정부형성과정과 경찰활동의 사실과 행위 등을 살펴보고 연구함으로써 한국경찰 부패사의 역사적 평가를 조명하고 인식하는 단초가 된다고 본다.

영문 초록

The goal of this study is to illuminate the police function, roles, and activities under U.S Military regimes in 1945-1948. This study explores police merits and demerits,corruption during the Military Governor system. This Paper cast lights on the Effects of the korean police activities under u.s. army that have influences and powers. In 1945, korean peninsula was liberated by the u.s and soviet. But Korean peninsula was divided two countries due to the great powers. South korea governed by U.S Military and North korea had ruled by the Soviet Communist. This study analyses structures and function analysis was performed after theoretical the factors and secondary analysis. And that analyzes historical theory. This paper contents and research data were analyzed by the historical and empirical data. Key points the author emphasizes are as follows: First, to introduce the cases of establishing korean government formation during the U.S Military Governor regimes, Second, to analyze each role of the characteristic of the Korean Police System and roles, Third, to understand the current historical evaluation, in other words function and eufunction and remaining effect of police negative activitiess. This paper contributed to solve a problem limitation that have negative and positive focus factors. And this paper proposed appropriate suggestion policy to the korean police future and strategies of development related to historical righteousness. As a result, This paper improves Korean Government and police system, so it must overcome negative image and difficulties through scrutinizing analysis.
