영문 초록

Governance is an analytical concept, generating questions about what forms of power and authority, patterns of relationship and rights and obligations might typify a particular approach to governing. It signifies a change in the meaning of government, referring to a new process of governing or a new method by which society is governed. It denotes the reshaping of the role of local government away from service delivery towards community governance. These shift are located in broader patterns of economic and social transformation. It is argued that the capacity of governments to control events within the government has been influenced by the flow of power away from traditional government institutions, upwards to traditional bodies and downwards to regions and sub-regions. Growing social complexity, the development of greater access to information and other social changes have made the task of governing more difficult. The government can no longer assume a monopoly of the resources necessary to govern, but must rely on a plurality of interdependent institutions and actors from within and beyond government. These changes point to the need for understanding of the way the partnership work that is grounded in deep studies of the partnership.
