국문 초록

본 연구는 공공부문의 부정․비리에 대응한 직접적이고 강력한 통제제도인 감찰활동을 효율적으로 수행하기 위한 감찰기구들 간의 역할분담 방안을 모색하였다. 이를 위 하여 감찰활동에 대한 이론적 검토와 함께 해외의 감찰 동향을 살펴보고 우리나라 감 찰기구들의 역할과 기능을 비교분석한 후 다음과 같은 개선방안을 제시하였다. 먼저 외부감찰기구 간 권한 및 기능의 조정과 함께 감사원 감찰기능의 재정립이 필 요하며, 감찰기구 간 실무적 협력을 담보하기 위하여 실질적인 협의체 구성과 정보교류 의 촉진 노력이 요구된다. 그리고 내부통제 활성화를 위한 법․제도 정비를 통하여 기 관의 자율적 감찰활동을 강화하여야 한다. 이러한 감찰기구 간 권한의 조정과 역할 분담은 정치적 여건이나 상황변화에 따른 새로운 조직의 설치에 앞서 논의될 필요가 있다. 그렇지 않으면 감찰기능의 중복에 따른 갈등으로 감찰체계의 비효율성이 더욱 심화될 수 있기 때문이다.

영문 초록

This research explores the role sharing and cooperation among the inspection agencies which have conducted the direct and strong control to cope with corruption in public sector. In this paper, it was reviewed inspection-related theories and the international trend of inspection policy, and conducted comparative analysis of the role and function of internal and external inspection agencies. Finally the following recommendations are to be suggested. First, it is necessary to rearrange the authority and responsibility among inspection agencies, as well as to reestablish the inspection function of BAI(The Board of Audit and Inspection of the Republic of Korea). And, it will be desirable for inspection agencies to establish a cooperative committee for regular discussion and information sharing. Also, collaborative endeavors between internal and external inspection bodies should be reinforced. Lastly, a new legal system to promote internal controls in public sector is to be prepared. Even though, recently, the establishment of Special Inspector has been discussed, it should be reconsidered to avoid inefficiencies caused by duplicated function. Considerations should be made to rearrange the authority and responsibility of existing inspection agencies prior to building new organization.
