국문 초록

우리나라 경찰역시 과거의 많은 시행착오로 인해 부정부패에 대한 의심에서 자유로 울 수 없는 입장이며, 1980년대에 비해 많이 감소한 것으로 보이기는 하지만, 여전히 부정부패가 발생하여 시민들에게 실망을 안기고 있다. 이러한 부정부패의 발생원인은 다양하게 존재하고 있다. 개인적 입장에서 금전적 원인 및 개인가족 문제, 개인 윤리수준의 문제, 경찰로서의 자질문제 등 다양하게 존 재하고 있으며, 조직적 입장에서는 부정부패를 당연시 여기는 경찰조직의 부정부패를 인정하는 문화, 잘못된 상관에 의한 부정부패의 동조 등이 외부에 의한 부정부패의 원 인으로 제시되고 있다. 특히, 우리나라의 경우 개인적 원인과, 조직적 문화에 의한 원인이 골고루 분포하는 형태를 보이고 있다. 이러한 주장을 뒷받침하는 것은 2010년 적발된 우리나라의 경찰 부패 현황과 공식 적인 자료에서 이를 증명하고 있다. 이 자료를 바탕으로 경찰의 공식적 부패원인과 외 부영향과의 관계에 대해서 살펴보았다. 이러한 결과에 바탕으로 현재 경찰의 부패예방 및 반부패 활동에 대해서 제시하였다.

영문 초록

Korea national police underwent trial and error in the past, and now they are not free from suspicions of corruption. Although the corruption of police decreased compared to that of 1980’s, the news reports of corruption cases often cause consternation among Korean citizens. There are varied opinions about the cause of corruption. As for individual reasons, shortage of money to support their family, lack of professional ethics and quality are mentioned. As for systematic reasons, corruption of police is considered as a matter of course in police force and some associates in police are sympathized with the corrupted members. Especially in Korea police, not only individual factors but also systematic factors are prevalent for reasons of corruption. These opinions are proven by 2010 report of Korea Police Corruption Cases and other formal data. Based on these materials, I studied about formal reasons of police corruption and its connection with external influences. Using the result of my study, I suggested corruption-prevention and anti-corruption methods that is suitable for Korea Police in the present situation.
