유로존 거버넌스 개혁방안에 대한 비판적 고찰: 정책 결정 과정의 민주주의 결핍을 중심으로

국문 초록

그리스에서 시작된 유럽의 부채위기는 스페인과 이탈리아로 확산되면서, 그리스의 유로존 탈퇴를 의미하는 ‘Grexit’라는 신조어가 만들어지고, 유로존의 붕괴설도 제기되었다. 유럽의 재정위기의 원인과 해결책에 대해서는 이미 많은 연구가 진행되어 왔다. 이와 더불어 유로존 차원에서도 다양한 개혁 방안을 논의하고 회원국들 사이에 합의 를 도출하려고 노력하고 있다. 그러나 유로존의 개혁 방안을, 특히 ‘유로존 거버넌스’ 의 관점에서 고찰해 보았을 때, 본 논문은 현재의 개혁 방안이 근본적인 해결책이 될 수 없다고 주장하고 있다. 이 주장에 대한 근거는 다음과 같이 정리할 수 있다. 첫째, 유로존의 정책과 거버넌스에 대한 신뢰의 문제이다. 이는 특히 유로존 거버넌스의 정책결정 과정에서 나타나는 ‘민주주의 결핍’으로 인해 회원국에 따라 차별적인 정책의 집행으로 귀결될 수 있기 때문이다. 둘째, 개혁 과정이 국가간(intergovernmental) 정 책결정으로 이루어지기 때문에 강대국의 역할과 영향력이 더욱 커질 수 있다. 이러한 문제점, 다시 말해 유로존 거버넌스의 근본적인 개혁을 위해서는 유로존이 가지고 있는 원죄, ‘재정동맹 없는 통화 동맹’을 극복할 수 있는 방안이 필요하다. 이 방안이 유로존의 민주주의 결핍 문제를 해결하고 유로존 정책에 대한 신뢰를 구축할 수 있는 근본적인 해결책이 될 것이다.

영문 초록

There has been a concern that the debt crisis in Greece could move to Spain and Italy, which has made up the scenario of Greece's exit from the eurozone, so-called 'Grexit' or the collapse of the eurozone. Much of existing literature has already discussed the reasons for this crisis and the possible solution. In addition, the eurozone itself has strived to discuss various reform plans and come to agreements between member states. Having examined the eurozone's reform plans in terms of 'governance', however, this research insists that the reform plans of the eurozone's governance would not be the fundamental solution. The reasons for this argument are as follows: firstly, the problem of trust in the eurozone's policy and governance still exists mainly because of 'democratic deficit' in the decision-making procedures of the eurozone governance, which could lead to discriminatory enforcement of the rules according to member states; and secondly, the role and influence of the powerful member states could increase due to the intergovernmental decision-making in the reform process. In order to resolve these problem - in other words, for the purpose of the fundamental reform for the eurozone governance, it is necessary to lay out a plan to recover the original sin of 'monetary union without fiscal union' in the eurozone. This is the fundamental solution for the eurozone to clear up the problem of democratic deficit and build up policy trust of the eurozone.
