대입제도 정책문제 정의의 타당성 분석

국문 초록

본 연구는 정부가 추진한 대입정책을 중심으로 정책문제 정의의 인과구조를 도출하여 그 타당성을 분석하였으며, 타당성이 미흡한 ‘틀린 정책문제 정의’가 나타나는 요인을 분석하였다. 연구 결과, 노무현정부와 이명박정부의 대입정책문제 정의 는 정확성도 부족하고, 자신의 대입정책의 정책목표를 정당화하기 위한 ‘목적론적인’ 정책문제 정의가 나타나고, 근본적인 문제와 현상적인 문제의 중요성을 바꾸어 규정하는 ‘정책문제의 전환(轉換)’이 공통적으로 나타난 것으로 분석되었다. 결국, 두 정부의 대입제도 정책문제 정의는 정확하지도 않고 바람직하지도 않은, 즉 타당성이 미흡한 정책문제 정의라고 할 수 있다. 대입제도에 대한 이러 한 ‘틀린’ 정책문제 정의가 나타난 요인을 분석한 결과, 가장 중요한 것은 정치적 요인이었다. 여기에 인간요인 즉 교육정책결정자의 이념과 사고 및 편견이 영향을 미치고 있었다. 사회적으로는 인간 개개인의 사고의 한계가 사회 속에서 집단적 편견과 집단이해관계를 통해 더욱 확대, 강화되었다. 분석결과에 근거하여, 좀 더 타당한 정책문제정의를 위한 방안으로, 여론 수렴과 사회적 합의에 근거한 정치적인 개선노력, 개인과 집단의 사고의 한계를 극복하기 위한 노력, 교육학계의 학문적인 노력, 정책문제 정의 요건의 보완 적용, 그리고 주권자인 국민의 주인의식과 참여의식의 확산과 실현을 제언 하였다.

영문 초록

This study, by reasoning the causal structure of defining the educational policy problem, aims to analyze the validity of college admission policy driven by the government. Also, th is study examined the cause of ‘wrong definition of the policy problem’ which lacks t he validity. The problem definition of Roh Moo-hyun administration and that of Lee Myung-bak administration on the collegead mission policy was analyzed as follows. It lacks the accuracy; showed the ‘teleological’ policy problem definition to justify their own objective of college admission policy; and showed ‘policy problem transition’ which defines the importance of the fundamental problem and phenomenon problem in reverse in common. In conclusion, the policy problem definition of two administrations could be said to lack the validity with being neither accurate nor desirable. This analysis showed that the main driver of t his wrong definition of the policy problem was political factor. Besides, human f actor, in other words, educational policy decision makers' ideology and prejudice also affected it. Socially, the limit of individual thoughts had been expanded and strengthened through collective prejudice and group interests. Based on the research, t he following suggestions for defining policy problem with the better validity has been made; efforts for political improvement based on public opinion and social consensus; efforts to overcome the limit of individual and group thinking ; academic efforts from education academia; applying the complemented requirement for policy problem definition; and expanding and realizing the ownership and participation of the nation with sovereignty.
