지적재조사사업의 경계결정 유형분석 : 경산시와 달성군을 사례로

국문 초록

지적재조사사업의 진행에 있어서 소유자간의 경계설정 및 경계확정에 가장 많은 인력과 시간이 소요되고 있다. 본 연구에서는 2013년도 사업지구 중 경상북도 경산시와 대구광역시 달성군 두 곳의 지적재조사사업 지구의 경계결정 유형을 분석하여 지적재조사사업의 성공적인 추진을 위해 문제점 및 시사점을 도출하였다. 두 곳의 사업지구에서 국 공유지의 면적을 감하여 경계결정을 수행하였으며, 전체적인 면적은 감소하는 것으로 나타났다. 흥산지구의 경우 토지형상 정형화가 56%를 차지했고, 북리지구의 경우 건축물 저촉 해소가 51%를 차지하였다. 따라서 사업시행 전 해당 사업지구의 지목별 분포와 경계결정 연관성을 파악하고 민유지와 국 공유지의 면적 분포를 파악하여 사전에 전체적인 면적 증감 여부 를 분석함은 물론 토지형상의 정형화, 건축물 저촉 해소, 지상경계의 현실화 등을 고려해 합의경계 위주로 사업이 진행되어야 사업추진의 효율성을 확보할 수 있을 것으로 판단된다.

영문 초록

In the progress of the cadastral re-survey project, it takes too much time and manpower to determine the parcel boundary among owners. Therefore, this study analyzed the boundary determination types of the projects, especially Gyeongsan City and Dalseong-Gun, among the districts in 2013. Furthermore, it drew several problems and implications in order to push ahead with the successful project. In the two districts, this study carried out the boundary determination with the decrease of the area of the national/public lands and consequently, the whole area became declined. In the case of Heungsan, standardization of land shape has captured 56%, and settlement of building conflict took up 51% in Bukri. Therefore, we should examine the correlation between the distribution of land category and the boundary determination in that district before the started it. Moreover it is necessary to search for the area distribution of the private lands and the national/public lands and the gain and loss of the whole area. Besides, if the project based on the mutual agreement boundary such as standardization of land shape, settlement of building conflict, realization of ground boundary is operated, the efficient cadastral Re-survey project can be carried forward.
