국문 초록

기후변화에 따른 집중호우로 홍수피해가 크게 증가하고 있으며, 따라서 재해발생 지역에 대한 홍수피해액 산정 업무가 매우 중요하게 대두되고 있다. 국가에서는 치수경제성 평가 연구를 통해 다차원 홍수피해액 산정기법을 개발하였으나, 평가항목의 복잡한 계산으로 인해 자동화된 시스템 개발에 어려움이 있었다. 본 연구에서는 COFSIM 홍수분석모형과 FLDWAV 모델을 통해 분석되어진 홍수범람 지역에 대한 침수피해액을 산정할 수 있는 3차원 공간정보 시스템을 개발하였다. 특히 본 연구에서는 평가항목별 계산에 소요되는 처리시간을 절감하기 위해, 수정된 다차원 홍수피해액 산정기법을 개발하였다. 또한 침수피해 산정시스템 개발을 통해 건물, 건물내용물, 농경지, 농작물, 산업체 유형 및 재고자산에 대한 신속한 피해액 산정이 가능하게 되었다. 따라서, 침수피해액산정시스템을 통해 신속한 홍수재해 업무지원이 가능할 것으로 예상된다.

영문 초록

Flood damages have increased with heavy rainfall according to the climate change and therefore flood damage assessment work in disaster area was on the rise very importantly. A nation developed Multi Dimensional Flood Damage Assessment(MD-FDA) methodology, but had hard time in developing automated system because of complicate calculation of the evaluation items. This study developed three dimensional geospatial information system that can calculate the amount of flood damage to flood inundation area being analyzed by Coordinate Operation System for Flood control In Multi-reservoir(COSFIM) and Flood Wave routing model(FLDWAV). Especially, this study developed Modified MD-FDA to reduce processing time that required to calculation of the evaluation items. Also it is possible to calculate the amount of flood damage rapidly in building, household items, farm land, crop, tangible and inventory assets of industrial area by developing flood damage assessment system. Therefore it is expected to support rapid flood disaster work through flood damage assessment system.
