한국과 러시아 고등교육학위 상호인정협정논의에 있어서의 쟁점 분석

국문 초록

이 연구에서는 2012년과 2013년도 사이 한국과 러시아 사이에 추진되었던 고등교육학위 상호인정협정을 논의하는 과정에서 제기된 쟁점을 탐색하고, 국가 간 고등교육 상호학위인정협정을 체결하는데 있어서 고려해야할 사항에는 일반적으로 어떠한 내용이 있는지 알아보고자한다. 국제적으로 고등교육분야 학생 이동성이 증가하면서 국가 간에 양자 혹은 다자 협정을 통해서 학위의 호환성을 증진시키거나, 해외 부실 학위 유입을 막기 위해 학위 문건의 검증 체계를 표준화하는 움직임이 증가하고 있다. 하지만 국가 간 교육과 자격 체계가 상이하여 서로 합의점을 찾고 협정의 실효성을 높이는 데에는 어려움이 있을 수밖에 없다. 게다가 이러한 학위인정협정은 각 국가의 고등교육국제화 전략과 밀접하게 연계되어 있어 체결 여부를 두고 국내ㆍ외로 첨예한 논쟁을 일으키기도 한다. 유럽에서는 현재의 볼로냐 프로세스가 출현하기까지 내ㆍ외부적인 논쟁을 통해 실효성 있는 협정을 위한 신뢰 기반을 다져왔으며, 국제적으로는 아포스티유 제도를 통해서 부실 학위에 대응하기 위한 학위 문건 검증 체계를 유지 발전시켜왔다. 그러나 한국의 경우에는 이러한 국제적인 움직임에 많은 관심을 기울이지 않았던 것이 사실이다. 이러한 측면에서 한-러 상호학위인정협정은 한국에게 국제 학생 이동성, 국가 간 학제 호환성, 대학의 국제적인 인증, 국가 고등교육 관리 체계 그리고 비교교육 정보 시스템의 구축이라는 이슈에 대해 깊이 고민해보는 기회를 주었다고 할 수 있다. 또한 국가 수준에서 어떠한 정책적 방향을 가지고 고등교육국제화 전략에 접근해야하는지에 대해서도 일정한 시사점을 주고 있다.

영문 초록

This research aims to identify general issues of mutual academic recognition, by examining a case of Korea-Russia Mutual Academic Degree Recognition Agreement. As international student mobility increases, there are growing interests in increasing compatibility among different national degree systems. Also, there is an international movement to standardize an authentication process of foreign degrees in an attempt to protect domestic degree systems from foreign diploma mills. However, these attempts to establish internationally harmonized mutual academic recognition system face a number of challenges as there are significant disparities in different education systems. In addition, this movement is closely connected to the national strategy on internationalization of higher education, thus accompanied with many controversial issues. In an effort to overcome these challenges, European countries established a firm bases of trust in mutual academic recognition through continuous policy dialogues and discussions for the last half a century, and international community developed Apostille system to standardize a foreign degree authentication process. Despite such an international trend, admittedly, Korea has been isolated from these movements to promote international student mobility by solving problems in academic recognition and degree authentication processes. In this respect, a case of Korea-Russia Mutual Academic Degree Recognition Agreement provides some implications to Korea on the issues of international student mobility, compatibility with foreign education systems, international accreditation of universities, national higher education management system and establishment of comparative education information database. Also, the case indicates the Korean government needs to have more systemized approach toward its strategy of internationalizing higher education.
