IMF 이후 주택정책의 효과성 평가에 관한 연구

국문 초록

본 연구의 목적은 주돼시장에서 주택정책의 효과성을 파악하는데 있다. IMF이후 2009년까지 주택시장은 각 정부마다 일관성 없는 규제강화와 규제완화의 주택정책을 추진함에 따라 상숭과 하락을 주기적으로 반복하고 있었다. 연구대상으로 선정된 20개의 주요 주태정책에 대한 효과성분석을 실시한 결과 다음과 같은 결론은 얻었다. 첫째, 정권별 주택정책은 경기활성화정책과 투기억제정책을 주기적으로 반복하고 있었다 둘째, 경기활성화정책은 주로 정책 이 발표된 후 선행효과가 있는 정책들이었다. 경기활성화정책 중 효과성이 확인된 주요 정책은 1999.8.20대 책과 2001.1.10대책, 2004.11.12대책 그리고 2009.2.12대책이 었다. 셋째, 투기억제정책은 주로 정책이 발표된 후 후행효과가 있는 정책들이었다. 투기억 제정책 중 효과성이 확인된 주요 정책은 2003.10.29대책과 2004.2.4대책이 었다.

영문 초록

The purpose of this study is to grasp the effectiveness of housing policies in the housing market. As regulations to strengthen and deregulation of the housing policy for each government inconsistent promote, the housing market had been repeated periodically the rise anld fall from IMF until 2009. As a result of the effectiveness analysis on the 20 major housing policy selected for this study, the following conclusions were obtained: First, the housing policy repeated an economy activation policy 없ld a speculation restraint policy periodically according to the government. Second, the economy activation policy were preceding effective policies before a policy was announced mainly. The main policy that the effectiveness was confirmed in a economy activation policy were 2001.1.10 measures, 2004.11.12 measures and 2009.2.12 measures. Third, the speculation restraint policy were trailing effective policies after a policy was announced mainly. The main policy that the effectiveness was confirmed in a speculation restraint policy were 2003.10.29 measures and 2004.2.4 measures.
