외국의 대학등록금 결정 영향요인 비교ㆍ분석

국문 초록

본 연구는 미국, 영국, 일본의 대학등록금 결정에 영향을 미치는 요인들을 비교ㆍ분석하여 우리나라의 대학등록금 결정의 타당성과 합리성을 제고하기 위한 시사점을 도출하고자 하였다. 이러한 목적을 달성하기 위해 먼저 대학등록금의 국제적 현황과 유형, 등록금 결정의 관점 그리고 영향 요인을 선행연구와 이론에서 고찰하고, 비교 분석틀을 구성하였다. 그 다음 고등교육의 여건과 현황, 고등교육재정과 학생지원 정책, 대학등록금 결정 시스템, 정치ㆍ사회적 쟁점이 연구 대상의 국가에서 각각 어떻게 진행되고 있으며 등록금 결정에 어떠한 영향을 미치고 있는지를 비교ㆍ분석하였다. 비교ㆍ분석 결과를 토대로 우리나라의 대학등록금 결정 과정의 문제점 해소를 위해 ① 저투자 저효율 방식의 고등교육 재정지원 정책에 대한 검토의 필요성, ② 고등교육 기회의 균등 실현을 위한 정부 및 대학의 지원 방안 수립, ③ 정부 차원의 대학 등록금 모니터링 기구의 설립, ④ 대학등록금 결정 과정의 투명성 확보를 위한 관련 정보의 적극적인 공개에 대해 논의하였다.

영문 초록

This study was intended to compare and analyze the decision factors of college tuition between the U.S., the UK, and Japan, and to draw some implications for the purpose of enhancing validity and rationality in the process of tuition decision. To attain the purpose this study reviewed theoretical and practical backgrounds on the current conditions and types, decision perspectives and factors of college tuition, and compared them between the U.S., the UK, and Japan. Based on comparative and analytic results, this study drew implications for solving problems appeared in the process of tuition decision as the followings. First, we need to build up a monitoring authority; Second, we need to provide user-friendly information on tuition and tuition fee setting process including net education price. Third, we need to improve low efficiency of government finance policy on higher education. Last, we need to increase access of students who come from low income households through local society, industry and college supported scholarship
