누리과정 재정지원정책의 쟁점과 과제

국문 초록

이 논문은 유아교육ㆍ보육에 대한 국가의 지원정책 중 '영유아 교육ㆍ보육 국가완전책임제'의 일환인 현행 누리과정 지원정책에 대해 고찰하고자 한다. 누리과정 지원정책은 보편적 교육ㆍ보육 경험을 모든 아동에게 차별 없이 단계적으로 무상으로 제공하기 위한 정책으로서 그 필요성과 당위성이 꾸준히 제기되어 왔다. 그러나 정책 구상 단계의 도입을 위한 준비와 협의 과정에서 나타난 숙고의 노력과는 달리 시범 시행 등 사전 단계에서 충분한 실전 검토 없이 성급히 시행된 바, 시행상의 문제점이 곳곳에서 드러나고 있는 현실이다. 이에 따라 본 논문은 국가 교육재정지원정책으로서 누리과정 지원정책이 가지는 특징과 지향점을 그간의 유아교육ㆍ보육에 대한 국가재정지원정책의 흐름에서 관련 법령과 재정지원 운영체제의 변화를 중심으로 파악한 후, 최근연구 자료와 관련 부처 발표자료, 보도기사 등을 토대로 현황을 드러내고자 하였다. 누리과정 지원정책의 시행 배경과 현황 파악을 통해 누리과정 지원정책의 쟁점을 교육재정의 관점에서 도출해 보면 크게 재원의 확보와 배분, 지원방식, 공ㆍ사립 유치원ㆍ어린이집 간 지원 규모의 형평성과 균형 등으로 정리할 수 있다. 이에 따른 과제와 해결방향을 살펴보면 다음과 같다. 먼저, 늘어난 재정 수요를 충당하기 위한 구체적이며 현실성 있는 추가 재정 확보 계획이 급선무이다. 다음으로, 개정된 유아교육법과 영유아교육법의 제정 취지를 구현하기 위한 정부의 구체적인 운영 원칙과 지속적인 관리 시스템이 필요하다. 이를 위해서는 수당 및 바우처 지급에 따른 과잉수요 및 교육비ㆍ보육비의 거품 현상을 방지하기 위한 지원 방식의 다각화와 실수요 반영의 노력과 함께, 나아가 재정지원의 투명성과 형평성 담보를 위한 설립유형에 따른 각종 격차 해소를 위한 정부의 적극적인 개입이 필요하다.

영문 초록

The purpose of this article is to study the Nuri curriculum and its supporting policy which is much differentiated from other national educational policies in Korea. The supporting policy for Nuri curriculum is mainly the financial support on free early childhood education for supplying free early childhood care and education to all children without limitations, by stages gradually. Based on educational economics and human developmental evidences, the importance and necessity of national investment on early childhood care and education has been argued and the Nuri curriculum is the one of the most significant milestone of the implementation of the national early childhood and education policy. However, the Nuri curriculum now faces challenges at carrying out the policy on practice lacking of full deliberation on its cost and tasks. Starting from this awareness, the study explores the main features of the supporting policy for the Nuri curriculum by tracking the stream of the legal amendment- Child Act, Early Childhood Education Act- focused on the financial support related articles among them, and by delivering the current status of the national financial support on the Nuri curriculum policy and its financial demands. For this, the study draws several issues on the supporting policies for the Nuri curriculum according to the expansion, distribution, design and operation of the financial support system and the transparency and equity of the each child care center and kindergarten with the national support budget at the implementation level. For success of the Nuri curriculum, this study suggests the urgently needed tasks such as the feasible operational guidelines from national central government; diverse measures of financial support and effort to enhance the realistic demands prospects and furthermore, the engagement of national government to secure the rapidly increasing financial demands on 'free child care and education' as the national assignment.
