박근혜정부의 교육복지공약 이행을 위한 지방교육재정 소요전망 및 확보방안

국문 초록

이 논문은 대통령직 인수위원회의 교육관련 국정과제와 교육부의 국정과제 추진계획, 기획재정부의 공약가계부를 분석한 후, 교육복지공약 이행에 필요한 재정소요를 전망하고, 현행 지방교육재정 구조 하에서 교육복지공약 실천의 가능성을 탐색한 후, 교육복지재원 확보방안을 모색하는 데 목적이 있다. 지방교육재정 소요와 세입을 전망해볼 때, 향후 5년간 지방교육재정 소요는 330조 7,685억원이나, 세입은 305조 1,991억원에 그칠 것으로 전망되어 총 24조 8,777억원, 연평균 약 4조 9,755억원의 세입 결손이 발생할 것으로 분석되었다. 부족한 재원을 확보하기 위한 대안으로 기존 교육재정구조 하에서 융통하는 방안과 교육재정구조를 개편하는 방안을 검토하였다. 기존 교육재정구조 하에서 교육복지재원을 마련하는 것은 불가능한 것으로 판단하였으며, 지방교육재정 교부금제도 개편과 지방자치단체 일반회계 전입금제도 개편이 불가피함을 밝혔다. 아울러 교육복지재원을 포함한 교육재정확충방안을 마련하고, 교육개혁 및 교육복지 추진대책을 수립하기 위하여 대통령 직속으로 가칭 "교육개혁ㆍ복지추진위원회"를 설치할 것을 제안하였다.

영문 초록

This study aims to analyze the implementation plans for the major government projects of the Presidential Transition Committee on educational policies, of the Ministry of Education, and the 'pledge housekeeping book' of the Ministry of Strategy and Finance; to prospect the financial demands and to investigate the feasibility of the implementation of the educational welfare policies promised as the presidential pledge under the current local educational finance system; and then find the expansion measures of educational welfare financial resource. To prospect the demand and tax revenue of the local educational finance, this study analyzes that though the demand for local educational finance is 330,768.5 billion, but the tax revenue is only 305,199.1 billion; it means the tax revenue deficit on every year is 24,877.7 billion so that the annual average tax revenue deficit will occur 49,755.5 billion so on. To find the expansion measures to compensate the above estimated tax revenue deficit, this study considers two solutions; accommodating the finance in needs under the current local educational finance system and restructuring the local educational finance system. From this, it is impossible to accommodate the financial resource for educational welfare under the current system and it is inevitable to restructure the system of local tax transfer of local government (the system of securing local educational expenses from general account of local government). Furthermore, this study suggests two affordable measures as follows; to build up the expansion measure of the educational finance including the financial resource for the educational welfare, and to install the "the presidential committee for the educational reform and welfare"(tentative) for deliberation the implementation of the educational reform and welfare.
