국문 초록

한국에서는 글로벌 금융 위기와 사회적 격차의 극단적인 확대가 사회적 균열과 갈등을 증폭시키는 과정에서 사회경제적 위기의 극복을 위한 새로운 대안의 하나로 사회적 기업이 급속히 성장해 왔다. 한국에서 사회적 기업의 급성장은 거의 전적으로 중앙정부의 정책적 지원과 지방정부의 적극적 참여에 의존해 왔다는 점에서 정부 주도적 성장으로 특징지을 수 있다. 그러나 정부 의존형 성장은 사회적 기업의 정부에 대한 '의존성' 이라는 구조적 문제를 심화시켜 왔다. 이에 반해 홍콩과 대만에서는 사회적 기업에 대한 정부의 지원이 상대적으로 소극적, 선별적, 제한적이었고, 시장, 기업, 자선 조직 등 민간 부문의 역할이 상대적으로 컸다. 일본의 경우에는 기존의 전통적 공동체 조직과 비정부 조직들이 사회 전반에 안정적으로 뿌리 내린 상황에서 사회적 기업들이 기존의 사회 조직들과 경합할 수 있는 새로운 역할과 기능을 찾아가고 있지만, 그 성과는 매우 더디게 진행되고 있다. 아시아 국가들의 경험과 비교해 볼 때 한국의 사회적 기업들은 그 수가 많고 정부의 고용 사업 대행 기관의 성격이 강하며, 자체의 혁신 역량과 조직적 안정성을 결여하고 있다는 점에서 큰 리스크를 안고 있다. 본 연구는 한국의 사회적 기업들이 정부 의존적 성장의 리스크를 하루 속히 탈피하기 위한 자립 역량과, 시장에서 살아남을 수 있는 혁신능력을 배양하는 것이 절실하다는 것을 동아시아 국가들의 사회적 기업 형성 과정과의 비교를 통해 지적하고 있다. 사회적 기업들의 양적 팽창을 넘어 질적 내실화를 실현하기 위해서는 중앙정부, 지자체, 기업, 시민사회 간의 새로운 파트너십 형성을 통한 관계의 재조정이 핵심 과제가 되었다.

영문 초록

During last 7 years, Korea has witnessed a remarkable growth of social enterprises in its number and people engaging in the social economy. The fast growth of social enterprises has been largely due to the active support and engagement of both central and local governments. The growth pattern of Korean social enterprises can be characterized as a model of government initiated growth of social enterprises. Due to the fast growth of social enterprises in Korean society, it has attracted lot of attention from other countries. However, the government dependent growth of Korean social enterprises has deepened its dependency on public subsidies and it has discouraged capability building and innovative spirits of social enterprises. Compared with Hong Kong and Taiwan, Korean social enterprises could enjoy generous government subsidies. However, such dependency was not favorable in encouraging their innovative efforts. The growth pattern of Korean social enterprises is also very different from that of Japan. Japanese social enterprises has to work hard in order to their own places among competing social organizations at the communities and civil societies. Thick layers of social organizations are already playing their roles and functions. In order to overcome existing barriers social enterprises in Japan have to stay at a relatively slow growth paths. Compared with other East Asian countries, Korean social enterprises are concentrating their activities on government related public works and majority of social businesses are surviving only depending on governmental contracts. Unless Korean social enterprises could not build stable organizational capabilities to survive and innovate their business models, the long-term survival and success of social enterprises would be very difficult. In order to step up into a more qualitative growth, a new partnership model among central and local governments, corporate sector and civil society is urgently needed for the social enterprises in Korea.
