국문 초록

이 글에서는 1960년대 이후 남한 농식품체계의 변화 과정을 추적하고, 현재의 구조적 특징을 분석하는 데 그 목적이 있다. 지난 45년간의 식량 공급과 소비의 변화를 경험적 자료를 통해 검토하고, 그것이 가지는 사회학적 함의를 밝히고자 했다. 이러한 작업을 위한 이론적ㆍ인식론적 토대로써 식량체제론과 상품체계론을 검토하여, 먹거리의 생산과 소비를 통합적으로 이해해야 함을 강조했다. 이러한 입장에서 1965년 이후 남한 농식품체계의 변화를 구체적으로 분석했다. 원조경제, 발전주의, 세계화 등의 변화 속에서 남한의 농업은 시장지향적 산업형 농업으로 변화되었으며, 동시에 대량의 외국산 농산물이 수입되고 있다. 소비의 측면에서는 곡물류 소비 감소, 육류의 소비 급증, 그리고 과일 및 채소 소비 증가 등이 두드러진다. 쌀 소비의 감소와 밀 소비의 증가는 남한 농식품체계 변화의 가장 두드러진 특징인데, 이는 미국에 의해 주도된 세계식량체제의 맥락에서 국가의 정책과 소비양식이 상호작용한 결과이다. 현재 우리나라의 농식품체계는 여러 가지 사회생태적 문제를 안고 있으며, 이는 지속가능성의 문제를 제기한다. 지속가능한 농식품체계를 만들기 위한 대안에 대한 고민이 필요하다.

영문 초록

This article aims to analyze the changing trajectory of South Korean agrifood system since the 1960s. I have attempted to investigate the changes in food production and consumption over the past 45 years and to grasp sociological implications of them. In order to carry out these tasks, food regime perspective and commodity system analysis have been employed as theoretical and epistemological springboard. I have emphasized food production and consumption should be understood holistically as integral parts of agrifood system. In the production sphere, aid economy, developmentalism, globalization have transformed Korean agriculture into market oriented one relying heavily on imported food. As for consumption, decrease of grain and increase of meat, fruit and vegetables have been observed. The most distinct feature of South Korean agrifood system is the sharp increase of wheat consumption and decrease of rice consumption. This reflects the interaction among factors such as global food regime, national development project, and consumption culture. The current South Korean agrifood system is not sustainable as it includes various social and ecological problems.
