사회서비스와 보훈복지 정책 비교 연구: 재가복지서비스를 중심으로

국문 초록

본 연구의 목적은 사회서비스와 보훈정책 비교를 통해 보훈복지 발전 방향을 강구하는 데 있다. 이를 위해 최근 전국에 설립된 사회서비스원에 대해 자세히 살펴보고 Gilbert & Terrell(2005)의 연구분석틀을 활용해 보훈재가서비스와 사회서비스원의 종합재가복지서비스를 비교 분석하였다. 사회서비스는 ① 보편적 서비스 지향, ② 공공성 추구, ③ 지역 밀착형 서비스 제공, ④ 서비스 영역의 범위가 넓고 다양하다는 특징이 있다. 이러한 사회서비스의 재가복지서비스와 보훈재가복지서비스를 분석한 결과, 할당과 급여 부분에서 사회서비스의 종합재가서비스가 범위를 확장하며 보편화되고 있다는 사실을 확인하였다. 또한 지역 특성에 따라 서비스 제공 범위가 상이하다는 점을 고려하더라도 서비스 전달체계에 있어 전문인력 역시 종합재가서비스가 다양한 것으로 나타났다. 보훈복지 정책은 ‘사회복지 플러스 알파(+ɑ)’라는 목표를 내세우고 있지만, 돌봄서비스에 한해서는 점점 상대적 박탈감을 느낄 수밖에 없는 상황이다. 보훈복지 정책의 혁신이 필요한 이유이고 서비스 수요자가 체감할 수 있는 정책의 변화가 정당성을 갖는 이유다. 이에 보훈복지 정책의 재구성을 위해 첫째 국가보훈부의 역할 재정립, 둘째 빠르게 변화하는 일반 사회서비스와 적극적인 협력과 연계, 셋째 돌봄서비스 분야에 첨단 기술의 활용과 플랫폼 구축 등을 제안하였다. 이를 통해 보훈대상자의 욕구에 24시간 대응하고 일상생활을 유지하는 데에 필요한 틈새 없는 정책(seamless policy)을 펼칠 수 있을 것이다.

영문 초록

The purpose of this study is to find the direction of development of veterans policy compared to social services. In this study, reviewed the recently established nationwide social service centers. And using Gilbert & Terrell's research analysis framework, to compared and analyzed the veterans home care services and the total home care services of the Social Service Center. First of all, the characteristics of social services are ① aim for universal service, ② the pursuit of publicity, ③ provide community-based services, ④ a wide range and variety of services. A comparative analysis of the allocation and the benefit parts confirmed that the total home care services of Social service center are expanding and becoming more common. And even considering that each institution differs from region to region due to service policy tailored to its characteristics, there were various professionals in Total home care services in the delivery system. Although the goal of the veterans welfare policy is ‘social welfare plus alpha (+ɑ)’, the veterans who receive care services increasingly feeling a sense of relative deprivation. This is why innovation in veterans welfare policies are necessary, and changes in policies that service consumers can feel are justified. The following is suggested for the innovative reconstruction of the veterans welfare policy. First is the re-establishment of the role of the Ministry of Patriots and Veterans Affairs, second is active cooperation and engagement with fast-changing general social services, the last is the use of advanced technology and platform construction in the field of care services. Through this, Ministry of Patriots and Veterans Affairs should devise a seamless policy for responding to the needs of veterans 24 hours a day and maintaining daily life.
