국문 초록

이 글은 인공지능 시대 지정학적 관점에서 본 중국 우주개발과 그 정치경제적 배경을 밝히는 것이다. 나아가 중국의 우주 안보 역량 동향을 파악하며, 국제 안보와 질서에 미치는 영향을 이해하는 데 그 목적이 있다. 중국은 2024년 세계 최초 자체 우주정거장 건설, 2019년 최초 달 뒷면 탐사, 최초의 양자 통신 위성, 화성탐사, 유인우주선 선조우 등 놀라운 속도와 범위로 우주 역량을 강화하여 감탄과 우려를 동시에 불러 일으키고 있다. 중국의 우주강국 굴기는 대내외적으로 공세적으로 추진하고 있는 중국지도부의 핵심 국가프로젝트다. 중국의 우주개발은 과학탐사, 비즈니스, 군사 및 외교 목적에 걸쳐 있다. 중국의 우주개발에 대한 기존연구는 이 중 한 분야에만 초점을 맞추는 경향이 있으며, 중국이 우주 추구를 어떻게 그리고 왜 결정했는지에 대한 포괄적인 이해를 제공하지 못한다. 본 연구는 중국의 공식문서와 기타 증빙 문서 및 정보를 분석하여 중국의 동기를 다룬다. 연구결과, 중국 시진핑 정부가 출범한 이후 공세적으로 우주개발과 역량 강화에 총력을 기울이는 이유는 다음과 같은 정치경제적 이익을 갖기 때문이다. 정치적 측면에서는 ①국가지도자와 중국공산당의 정당성 확보, ②국제적 지위 향상, ③군사안보에 대한 이익을 고려했기 때문이다. 경제적 측면에서는 ①글로벌 시장에서의 경쟁력 강화, ②고부가가치 산업의 발전, ③기술혁신과 산업연관 효과, ④자원 및 에너지 안정적 확보에 대한 이익을 가지기 때문이다. 즉, 중국이 우주 역량을 강화하려는 이유는 우주개발은 중국의 지정학적 팽창전략의 일환으로 우주영토의 전략적 교두보를 구축하고 국가 통치의 정당성을 확보함으로써 중국공산당의 장기집권을 강화할 수 있기 때문이라고 주장한다.

영문 초록

The purpose of this article is to analyze China's space development and its political and economic background from a geopolitical perspective in the era of Artificial Intelligence. Furthermore, the purpose is to understand trends in China's space security capabilities and their impact on international security and order. China has strengthened its space capabilities with amazing speed and scope, including the construction of the world's first space station in 2024, Exploring the Backside of the Moon in 2019, the world's first quantum communication satellite, Mars exploration, and the manned spacecraft Shenzhou. China's rise in space is a key national project of the Chinese leadership, which is being aggressively pursued both internally and externally. China's space development is aimed at scientific exploration, business, military, and diplomacy. As a result of the study, the reason why China's Xi Jinping government has been aggressively focusing its efforts on space development and capacity building since its inauguration is because it has the following political and economic interests. In political terms, this is because the interests of ① securing the legitimacy of national leaders and the Chinese Communist Party, ② improving international status, and ③ considering military security. In economic terms, this is because it has the benefits of ① strengthening competitiveness in the global market, ② developing high value-added industries, ③ Creating technological innovation and industry-related effects, and ④ stably securing resources and energy. In other words, this article argues that the reason China is trying to strengthen its space capabilities is because space development is part of China's geopolitical expansion strategy and supports the long-term rule of the Chinese Communist Party by establishing a strategic bridgehead in space territory and strengthening the legitimacy of national rule.
