국문 초록

이 연구는 미국과 한국의 개별화교육계획 변화과정을 고찰하여 IEP 운영 내 용을 비교하고, 지적장애학생 IEP 운영의 개선발전 방안을 알아보려는데 그 목적이 있다 연구자는 미국의 장애인교육법과 한국의 특수교육 관련 법규를 중심으로 IEP의 변화과정에 관해 고찰하여 양국 간의 IEP 운영 내용을 비교하고, 다양한 IEP 관련 선행연구 분석을 통해 문제점을 찾아서 지적장애학생 IEP 운영의 개선ㆍ발전방안을 알아보았다 미국의 경우, IEP 변화과정을 고찰하기 위해 1975년 「전(全)장애아동교육법 」, 1990년 「장애인교육법 」, 1997년 개정 「장애인교육법 」, 2004년 「장애인교육향상법」에 나타난 내용을 살펴보았다 한국의 경우에 는「특수교육진흥법 」과 「장애인 등에 대한 특수교육법 」 을 통해 IEP의 변화과정을 고찰하였다 미국과 한국의 IEP 운영 내용은 작성 시기, 구성요소, 팀, 참석, 부모 참여, 평가ㆍ보고와 관련된 사항을 비교하여 알아보았다 지적장애학생의 IEP 운영의 개선 발전 방안은 IEP의 작성방법에 관한 구체적 절차와 지침 제시, 개별화교육의 내실화 도모, 기본교육과정과 생활중심 교육활동이 연계되는 IEP 작성, 학부모의 IEP 운영 참여, IEP 및 프로그램의 질 평가, IEP 적용 과정 및 평가결과의 기초자료 활용, 학습자료실 운영, 나이스 재정비, IEP에 ITP 포함, 교사의 자기연수 및 연구계발여건 조성, 우리나라 실정에 알맞은 IEP의 이론적 틀 모색, 관리자 책무성 강화, 통합교육 환경에서의 IEP 개선 등을 살펴보았다, 끝으로 연구자는 연구문제별로 연구 결과를 논의ㆍ요약하고, 시사점을 알아보았으며 후속연구를 제언하였다.

영문 초록

This study aims to analyse and compare the transitional processes of the IEP in Korea and the U.S.A. and promote development in the management of the IEP for mentally-disabled students. For these purposes, this study analysed the transitional processes of the IEP focusing on disability law in the U.S.A. and regulations relating to special education in Korea, compared their management conditions and discovered problems through analysing previous studies on the IEP for the promotion of IEP management. For the U.S.A., the transitional processes in 「The Children’S with Disability Education Act」in 1975, 「The Disability Educational Law」in 1990, 「Individuals with Disabilities Education Act」revised in 1997, and 「Individuals with Disabilities Education Improvement Act」in 2004 were reviewed. For Korea, by referring to 「The Special Educational Promotion Act」and 「The Special Educational Law for Individuals with Disabilities」, the transitional processes of the IEP were examined' With respect to IEP management in the U.S.A. and Korea, the development period, components, teams, participation, parents’ participation, and evaluation reports were examined. With respect to the enhancement of IEP management for students with intellectual disorders, the study investigated specific process of how to develop an IEP, the presentation of directions, the sustainability of the IEP, development of the IEP where fundamental curriculum are connected with experience-centered educational activities, parents’ participation in IEP management, evaluation of the IEP and program quality, the use of the IEP application process and evaluation results as basic data, reorganization of NICE, inclusion of ITP in IEP, self training of teachers, preparing conditions for research and development, finding suitable theoretical frameworks for IEP, reinforcing managers’ responsibility, and IEP enhancement in inclusive educational environment. Finally, the study discussed and summarized the results of each subject and proposed suggestions for further study.
