국문 초록

본 연구는 시ㆍ도 교육과정 편성ㆍ운영 지침의 개선 방향을 모색하기 위하여 우리나라 ○○ 지역의 시ㆍ도 교육과정 편성ㆍ운영 지침과 일본 요코하마시의 학습지도요령을 각각 자국의 국가 교육과정과 비교ㆍ분석하였다. 분석 결과, 우리나라의 시ㆍ도 교육과정 편성ㆍ운영 지침에는 국가 교육과정 총론의 규정이 대체로 반복적으로 제시되어 있는 반면 교과 교육과정 관련 규정이 매우 간략하게 제시되어 있었는데, 요코하마시의 문서에서는 총론의 교육과정의 방향에서부터 교과 교육과정의 소단원별 교육내용 및 교수-학습 방법에 이르기까지 요코하마시의 특색이 골고루 반영되어 있었다. 본 연구에서는 이와 같은 차이가 시ㆍ도 교육청 수준의 교육 지표 및 시책을 시ㆍ도 교육과정 편성ㆍ운영 지침에 반영할 수 있도록 구체화하였는가의 측면에서부터 발생하였다는 점을 밝히고, 국가 교육과정의 모든 규정을 재해석하기보다는 시ㆍ도 교육청 수준의 교육 지표 및 시책을 구체화하기 위하여 필요한 항목만을 선정하는 작업이 선행되어야 하며, 이를 위해서는 국가 교육과정에서 지역화가 필요한 항목의 선정과 더불어 보다 근본적으로 국가 및 지역 수준의 교육과정의 역할 구분에 대한 논의가 지속되어야 한다는 점을 제안하였다.

영문 초록

The aim of this study is to analyze and find out the MPOE (MetropolitanㆍProvince Office of Education) Curriculum Arrangement and Implementation Guideline. To fulfill its aim, this study used comparative research between one province's Curriculum Arrangement and Implementation Guideline and Korea's national curriculum and between Yokohama's curriculum and Japan's national curriculum. The result of this study are these : The MOPE Curriculum Arrangement and Implementation Guideline in Korea has almost similar regulations on the general guidelines compared to the national curriculum and very brief guidelines on the subject-matters. However the Yokohama's curriculum has newly-interpreted regulations according to its own and detailed educational aims. According to these, this study suggests three improve directions for the MPOE Curriculum Arrangement and Implementation Guideline First, educational policy on the metropolitan or province has to be closely connected with the aims and objectives of the MPOE Curriculum Arrangement and Implementation Guideline Second, not all but a few regulations in the national curriculum have to be deliberately selected and interpreted in detail to realize of the aims and objectives of the MPOE Curriculum Arrangement and Implementation Guideline. Third, selecting the national regulations which are needed to be localized and distinguishing the curricular roles between national and local levels have to be discussed consistently.
