교육복지우선지원사업이 집중지원 학생의 인지적ㆍ정의적 성취에 미치는 효과

국문 초록

본 연구에서는 서울교육종단연구 자료를 활용하여 교육복지우선지원사업이 집중지원을 받는 초등학생의 인지적, 정의적 성취에 미치는 종단적 효과를 분석하였다. 특히 본 연구에서는 경향점수매칭 방법을 통해 내생성에 따른 선택편의의 문제를 최소화하기 위해 노력하였다. 분석 결과 집중지원은 대상학생들의 인지적, 정의적 성취에 부정적인 영향을 끼치거나 실질적인 도움이 되지 않는 것으로 확인되었다. 구체적으로 집중지원은 인지적 학업성취의 향상에는 통계적으로 유의한 수준에서 부정적인 영향을 미치고 있었으며, 자아개념과 성취목표의 향상에는 유의한 도움을 주지 못하는 것으로 나타났다. 본 연구에서는 전술한 분석 결과를 토대로 교육복지 사업 전반에 대한 재검토가 이루어져야 한다고 제언하였다. 특히 과거에 교육복지 학교가 독점하고 있었던 교육복지적 마인드나 프로그램의 수월성이 사라져가고 있고, 교사들의 관심과 열의와 감소하고 있는 상황 속에서 사업 추진의 방법과 내용에서의 질적 전환이 모색될 필요가 있다. 나아가 집중지원 대상 학생들이 가질 수 있는 낙인효과와 프로그램 참여 기피 경향을 예방하기 위해 선별적 복지에서 보편적 복지로의 전환을 모색하는 것이 중요하다.

영문 초록

This study analyzes the effects of Educational Welfare Priority Project on the cognitive and affective achievements of elementary school students who are the target of concentrated support using SELS data. This study tries to minimize the selection bias resulted from endogeneity through propensity score matching and to analyze the longitudinal effects employing latent growth modeling. The analysis results indicate that concentrated support has negative effects on the cognitive growth and no significant effects on the affective achievements of elementary school students. Through these results, we suggest that it is needed to renew of educational welfare programs in general. In specific, it is necessary to consider the policy change and renewal of methods and contents in educational welfare programs, because there have been no longer monopolistic status since lots of similar programs implemented in the other schools for the disadvantaged. In addition, teachers' interests and passion in educational welfare schools have been decreased. Furthermore, it is urgently needed to move into general welfare program from selective welfare program which can cause stigma effects and unwillingness of program participants.
