국문 초록

본 연구에서는 국유지의 운용실태를 살펴보고, 향후 국유지의 효율적인 관리방안과 가치증대사업화 방안을 모색함으로써 국유지의 가치를 증대하고, 정부의 부동산정책과 연계하여 국유지의 관리기능을 제고할 수 있는 방향으로 개선될 수 있도록 하는데 그 목적이 있다. 연구방법은 연구의 실용성과 객관성을 위해 정부관련부처의 실무부서와 유기적으로 협력하고 학계 등 외부전문가의 자문을 활용하며, 연구에 필요한 기초자료 및 실증자료 수집은 기존문헌 및 인터넷 조사, 관련 경험적 연구자료를 중심으로 하되 필요한 경우 현지 방문조사를 병행하였다. 향후 국유지의 이용 및 관리는 첫째, 국유지의 활용 및 관리기준을 설정하는 것이다. 둘째, 국유지는 보다 전문기관과 조직에 의해 관리될 수 있도록 하여야 한다. 셋째, 국유지의 이용을 활성화하기 위해서는 종합적이고 정기적인 국유지실태조사를 실시하고, 집단화 대형화를 도모하며, 이용계획을 수립하여 개발하고 이용하도록 하여야 할 것이다. 넷째, 국유지의 효율적인 관리가 이루어지도록 하기 위해서는 수탁기관이 지식과 경험을 갖춘 인적 자원과 조직으로 구성되어 전문화하여야 한다. 다섯째, 국유지의 정보를 DB구축하고 이용확대 및 공개하는 것이다.

영문 초록
