국문 초록

이 논문은 전국을 3개 지역으로 구분하고 ‘좋은’ 일자리 개념을 활용하여 임금근로자 노동시장을 분석한다. 현재 임금근로자들의 ‘좋은’ 일자리는 전국 혹은 주요 지역의 노동시장에서 30%에도 못 미친다. 많은 임금근로자들이 저임금의 불안정 고용상태에서 취업하고 있으며, 여성 저학력층 서비스관련 종사자들은 ‘좋은’ 일자리에 취업할 가능성이 현저히 낮다. 또한 과거 비정규직으로 취업한 경력이 있다고 하더라도 현재 ‘좋은’ 일자리에 취업할 가능성은 정규직 경력에 비하여 낮다. ‘좋은’ 일자리 구성비를 지역별로 비교하면, 수도권과 영남권에서 비중이 상대적으로 높고, 호남권이나 충청권 등 기타지역에서 이러한 일자리 비중이 더 낮다. 전자의 두 지역은 경제활동의 구상기능과 실행기능을 담당하는 지역으로서, 고임금의 안정적 화이트칼라 직업군과 중화학공업의 고임금 생산직 종사자들이 집중된 지역이다. 수도권과 영남권에서 ‘좋은’ 일자리 비중이 더 높은 것은 이러한 지역경제적 특성을 반영한다. 또한 수도권과 영남권을 비교하면, 여성의 ‘좋은’ 일자리 취업가능성은 영남권에서 낮고, 비정규직 경력자의 취업가능성은 수도권에서 더 낮다. 성과 고용형태를 기준으로 한 노동시장분절화가 지역별 경제구조와 문화적 전통에 따라서 약간 상이하게 나타난다.

영문 초록

This paper examines the labor market of wage earners using the concepts of “good” job at the national or three local levels. The good job shares less than 30% of the wage earners at the three local groups in Korea. Many employees are hired at a lower wage and unstable conditions, and people with a lower educational background, as well as female service workers, had less chance of being employed in the “good” job sector. Those with job careers of contingent workers also had less chance of getting good jobs than those with regular careers. Comparing the labor market at the three local levels, the share of good jobs is higher in the Capital region and the Youngnam Provinces than other areas. As the two areas are bases of concept-function and practice-function for the Korean economy, there are many white collar and factory workers with higher income and stable employment conditions. The higher figures of good jobs at the two areas resulted from the local economic characteristics and the occupational composition. If we compare the two areas, the chance of getting good jobs for female is lower in the Youngnam Provinces, and that for the former contingent workers is lower in the Capital region. The local labor market segmentation in terms of sex and employment patterns came from the economic and cultural conditions.
