한국 농촌에서 새로운 희망 만들기

국문 초록

지난 2004년 ‘농업ㆍ농촌발전종합대책’ 이후, 정부는 수많은 비용을 쏟아 부어 살기 좋은 농촌을 만들려 하였지만, 농촌 현실은 매우 비관적이다. 그러나 다른 한편에서는 새로운 흐름들이 희망을 만들고 있다. 세 가지 흐름을 주목할 만하다. 첫째, 농촌에 새로운 사람들이 들어오고 있다. 지난 90년대 말 이후 귀농인구가 꾸준히 증가하고 있으며, 결혼이주여성들로 인해 농촌에 아기 울음소리가 들리기 시작한다. 둘째, 새로운 관계 맺기가 시작되고 있다. 산업화 과정에서 분리되었던 도시와 농촌, 소비자와 생산자, 식(食)과 농(農)의 관계가 다시 복원되고 있다. 로컬푸드 운동이나 도농교류 운동, 생협과 같은 대안유통 운동이 이를 적극적으로 추진하고 있다. 셋째, 새로운 공동체 만들기가 정책적으로든, 주민 자발적으로든 다양하게 이루어지고 있다. 마을 만들기, 커뮤니티 비즈니스, 지역 사회적 기업 등이 그 예이다. 그러나 이러한 희망 만들기가 지속되기 위해서는 몇 가지 원칙들이 지켜져야 한다. 이 연구는 대안성(alterity)의 원칙, 지속가능성(sustainability)의 원칙, 내생적 발전 원칙, 농촌 특화(specialization) 원칙 등 네 가지 원칙을 제시하고 있다.

영문 초록

Even though the Korean Government has poured a huge amount of money to make rural communities better places to live in since the establishment of the ‘comprehensive plan for the development of agriculture and rural communities’ in 2004, the living conditions of rural areas in Korea still remain hopeless. However, there can be found new streams of events which cast a hopeful light on the future of rural communities. Among them three events deserve to be highlighted. First, people have been coming into rural communities. The number of people who returns to rural communities has steadily increased since 1990s, and childbirth has become more frequent thanks to incessant influx of female immigrants who are to marry Korean men living in rural areas. Second. a new wave of relations have been made. Those relations between urban and rural areas, between consumers and producers, between eating and planting, which had long been ruptured in the processes of industrialization, has begun to be restored. Towards restoring these relations have the local food movements, cooperation movements between urban and rural areas, and those alternative food delivery and circulation movement like life-cooperatives been greatly contributing. Third, a new wave of community-building, either by government’s policy initiatives or by voluntary participations of local residents, have been rising in various regions in various forms. Making small towns, running community businesses and local social enterprises, etc., can be taken as vivid examples of that community-building. However, if these efforts of finding a new hope in rural communities are to be effective, several principles have to be met. The study proposes the principles of alterity, sustainability, endogenous development, and agricultural specialization.
