한국 지역경찰의 범죄예방활동 개선방안

국문 초록

지난 10년간 우리나라는 전체 범죄발생은 계속 증가하고 있다. 특히 강력범죄는 10년 사이 84.5%나 증가하였다. 이에 비해 주요 선진국들의 경우 같은 시기 전체 범죄 발생건수는 줄어들고 있으며, 범죄를 감소시키고 예방하기 위한 다양한 접근법들 이 등장하고 있다. 대표적으로 전통적인 방식인 법집행 전략, 사회적 범죄예방 전략, 발달적 범죄예방 전략, 상황적 범죄예방 전략을 들 수 있다. 본 연구는 우리나라에서 범죄예방을 위한 최일선 기관이라 할 수 있는 지역경찰의 범죄예방 실태를 분석하고 그 개선방안을 다음과 같이 제시하고 있다. 첫째, 현행 지구대와 파출소 등의 지역경찰 운영시스템에 대해 과학적 노력이 부족하다. 지역경찰의 운영에 대해 경찰 입장에서만 접근하지 말고 지역주민과 지역사회 입장에서 접근할 필요가 있다. 그리고 학계와의 공동연구 등을 통해 장기적인 과제로 지역특성에 맞는 지역경찰 운영 시스템을 개발할 필요가 있다. 둘째, 효율적인 범죄예방활동을 위해서는 형사사법기관 상호간 유기적 협력체제가 중요하지만 우리나라의 경우 협력체제가 상당히 미흡하다. 이를 개선하기 위한 방안으로 가령 경찰과 보호관찰소와의 상호업무 협약을 통해 지역내 보호관찰 중인 가석방자 등에 대해 지역경찰과의 협력을 도모하거나 지역치안협의회가 실제적인 지역치안을 위한 협력적 모델로 정착할 수 있도록 법제화하여 공동책임의식을 갖도록 할 필요가 있다. 셋째, 2003년 파출소에서 지구대로 전환할 때도 지역실정을 충분히 고려하지 못한 채 획일적으로 시행되었으며, 최근에 다시 파출소로 전환되고 있으나 여전히 지역실정에 맞는 순찰이나 범죄예방활동은 상당히 미흡하다. 이를 개선하기 위해 획일적인 지구대나 파출소 제도가 아닌 수시로 다양한 조직체계로 변환시킬 수 있는 레고(Lego)형 조직으로 운영할 수 있는 권한을 경찰서장에게 부여하거나 지역실정을 고려한 다양한 순찰을 운영할 수 있도록 지구대장이나 파출소장에게 권한을 부여할 필요가 있다. 그리고 지역실정에 적합한 범죄예방활동을 하기 위해서는 각 지역적 특성에 대한 충분한 분석을 통해 치안성과에 대한 정량적 평가뿐만 아니라 질적인 평가가 이루어지도록 개선되어야 한다. 마지막으로 지구대나 파출소 근무하는 지역경찰의 순찰활동은 범죄예방을 위한 가장 기본적인 활동이지만 실제 근무시간 중 범죄예방을 위한 활동에 중점을 두기 보다는 그 이외의 다른 업무, 가령 112신고 출동, 주취자 처리, 교통단속, 제조사 업무 처리 등 각종 경찰서 기능별 하달문서나 지시사항 이행에 상당한 시간을 할애하고 있다. 이를 개선하기 위해 단순 민원성 112신고 처리나 잡다한 업무 부담을 경감시켜 나가는 것들이 필요하다.

영문 초록

Total rate of crime of main advanced nations is decreasing during past 10 years but the South Korea is increasing continuously. In particular, serious crime increased 84.5% during 10 years in Korea. Today, various strategies to decreases and prevents crime are appearing. Example, there is law enforcement strategy, social crime prevention strategy, developmental crime prevention strategy, situational crime prevention strategy etc. This study analyzes local police's crime prevention actual conditions which could be front line engine for crime prevention in our country and presented the improvement plan as following. First, scientific interpretation and operation are lacking about local police operating system of current rift valley and branch office etc.. Does not approach in police standpoint about local police's operation and reflects local community viewpoint with local resident, and develop area police operating system that is fit in local citizenry. Second, organic cooperation between criminal justice system is important for efficient crime prevention activities. But, mutual cooperation of criminal justice systems is fairly insufficient in Korea. Need to make mutual cooperation between criminal justice systems by plan to improve this. Example, information interchange may contribute greatly in crime prevention about probation principal cause criminal on parole etc. in local through business agreement mutually between custody facility with the police. Third, local police's patrol or crime prevention activities does not reflect area real condition. Need to give power that can do suitable crime prevention activities in local real condition to chief of a police station and earth general, dispatch head to improve this. Finally, most fundamental round of patrol except other incidental businesses for crime prevention of the local police are so much. Example, other 112 reports that is not crime report go, drunken persons handle, traffic control, is spending a lot of times to manufacturing company business processing etc.. Must depart in fundamental crime prevention except miscellaneous business to improve this.
