강원도민의 투표행위와 정치의식

국문 초록

이 연구의 목적은 강원도민의 투표행위와 정치의식의 특징을 4·27 도지사 보궐선거에 대한 분석을 중심으로 검토해 보는데 있다. 기존연구에 의하면, 강원도민은 여러 선거유형에서의 투표행위를 통해 일반적으로 정치적 보수성과 여당지향성을 보여 온 것으로 평가된다. 하지만 도지사선거의 경우를 보면, 민주당 집권기에는 한나라당 출신 후보가 줄곧 세 번 당선된 바 있고, 한나라당 집권기에 치러진 최근의 6·2지방선거와 4·27 도지사 보궐선거에서는 민주당 소속 후보가 연이어 당선되었다. 이는 곧 강원도민의 투표행위와 정치의식을 이해함에 있어 앞서의 통상적 평가를 넘어 좀 더 엄밀한 학술적 논의가 필요함을 시사한다. 이런 관점에서 해방 이후 최근까지의 주요 선거결과를 살펴보면, 강원도민의 정치의식은 ‘보수적 여당성’에서 ‘보수적 야당성’을 거쳐 최근에는 ‘진보적 야당성’으로 이행하는 조짐을 보이고 있는 것으로 해석될 수 있다. 한편, 강원도민은 4·27 도지사 보궐선거에서 후보의 소속정당이나 이념적 성향보다는 후보의 개인적 역량과 인간적 신뢰감 등을 더 중시하는 투표경향을 보였다. 게다가, 강원도민의 1/3 이상이 자신의 정치적 성향을 진보적인 편으로 인식하고 있고, 그런 유권자일수록 실제로 투표에도 많이 참여했으며 매니페스토 운동에 대해서도 더 잘 알고 있는 것으로 조사되었다. 강원도민의 정치의식에서 드러난 이러한 변화와 특징은 강원도민이 이전과는 달리 특정한 정당과의 정당일체감보다는 후보 개인의 역량에 근거한 투표행위를 하기 시작했음을 의미한다. 또 이러한 경향의 투표행위는 도민 정치의식의 진보성 강화와 더불어 앞으로 더욱 두드러질 수 있을 것으로 전망된다.

영문 초록

This paper is aimed at analyzing the characteristics of voting behavior and political consciousness of the inhabitants of the Gangwon-do on the basis of 4·27 governor by-election. According to existing research results in this field, the inhabitants of the Gangwon-do are generally regarded as having political conservativeness and the ruling party orientation in previous many types of elections. In case of governor elections, however, the Grand National Party candidate was elected three times in succession during the Democratic Party era. In contrast, the Democratic Party candidate was elected two times in succession in the 6·2 local election and the 4·27 governor by-election during the ear of the Grand National Party. These suggest that we need to discuss voting behavior and political consciousness of the inhabitants of the Gangwon-do in more detail one another beyond the level of general understanding on it. These things taken together, the political consciousness of the electorate of the Gangwon-do might be interpreted as signs of shift from the ‘conservative majority party tendency’ to the ‘progressive opposition tendency’ by way of the ‘conservative opposition tendency’. On the other hand, the electorate of the Gangwon-do showed the tendency to emphasize rather personal capability and humane confidence than his own party or ideological tendency of the candidate in the 4·27 governor by-election. Furthermore, according to my own research, more than 1/3 inhabitants of the Gangwon-do think their political tendency themselves as the progressive, and these people actually participated more than others in voting and they knew more about the manifesto movement than others did. This change and characteristics in the political consciousness of the electorate of the Gangwon-do mean a beginning of voting in conformity of personal potentiality of the candidate than a particular party identification. This kind of voting behavior is expected to be much more remarkable together with reinforcement of progressivity of the electorate of the Gangwon-do in the future.
