도시 재개발의 정치사회학

국문 초록

이 글에서는 부산시의 불량주택 재개발 정책의 역사적 전개과정을 정치사회학적 관점에서 살펴보고 있다. 급속한 도시화로 무허가 불량주택이 급증하는 상황에서 부산시는 강력한 국가의 힘을 배경으로 주민을 배제하거나 동원하는 권위주의적인 방식으로 불량주택에 대한 규제와 정비를 단행했다. 그러나 정부의 철거와 규제에 대한 주민의 반발로 불량주택 정비가 부진해지자 민간 건설업체를 끌어들여 이들이 주민과 협력해서 불량주택을 정비하는 재개발의 민영화를 추진했다. 그러나 민영재개발도 개발이익의 소진으로 추진 동력을 잃게 되었고, 재개발 과정에서 배제된 주민들은 민주화 과정에서 정치세력화되어 조직적 저항의 움직임을 보였다. 그러자 부산시는 최근 들어 이러한 반발을 무마하면서 재개발을 재활성 화시키기 위해 주민이 참여하고 지방정부가 주도하는 주민참여형 공영재개발 방식을 채택하고 있다. 부산의 재개발 사례 분석을 통해 우리는 다음과 같은 시사점을 얻을 수 있다. 먼저 재개발이 도시화나 민주화 추세에 크게 좌우되지만, 재개발을 둘러싼 사회세력들의 역학관계가 그에 못지않게 정책의 향방과 내용을 규정짓고 있다. 또한 재개발을 둘러싼 사회세력들의 역학관계가 시대에 따라 공익을 앞세운 국가 주도에서 수익을 내세운 자본 개입으로, 그리고 최근에는 주거권, 생활권을 주장하는 주민 참여로 바뀌어 왔음을 알 수 있다

영문 초록

The purpose of this paper is to examine the historical process of sub-standard housings renewal policies in Busan from the perspective of political sociology. As the illegal and sub-standard housings were rapidly increasing in accordance with the speedy urbanization, Busan government tried to control and clear the housings by means of excluding and mobilizing the residents in the background of the strong state in 1960-1970s. But the insubordination of the residents to its eviction and regulation made Busan’s urban redevelopment policies difficult. As its alternative Busan government promoted the privatization of redevelopment to induce construction companies and cooperate with the residents. Then as the profits from redevelopment projects were vanishing, the privatized redevelopment lost its propelling force. And the residents who were excluded from redevelopment started to organize themselves and respond to the redevelopment policies. As a result Busan government recently adopted the public redevelopment policy with residents’ participation. Busan’s redevelopment policies show us the following suggestions. Above all, although redevelopment policies deeply depend on the structural factors such as the level of urbanization and democratization, the power structure among social forces also has greatly restricted their directions and contents. And their power relations concerning redevelopment were historically transformed from the state-leading type through capital-intervention type to residents-participation type.
