국문 초록

이 논문은 광주광역시와 자치구의 사회적 기업 지원정책에 대한 분석을 통해 사회적 기업의 자력화에 대한 지방정부의 역할을 살펴보고자 했다. 정부의 사회적 기업 육성정책이 중앙정부 주도형에서 지방정부의 역할을 강조하는 방향으로 전환되면서 지방정부의 역할이 새롭게 주목받고 있다. 그러나 이번 조사에서 지방정부의 사회적 기업에 대한 제도적 지원 및 행•재정 지원은 미미한 수준에 머물러 있음이 확인되었다. 광주광역시와 일선 자치구는 인증단계별 지원정책을 실시하고 있지만 중앙정부의 사회적 기업 지원 정책을 집행하거나 재정지원의 전달자 역할에 그치고 있었다. 지방정부는 사회적 기업을 지원하는데 있어 사회적 기업의 경제적 차원의 지속가능성 즉 지속적인 재화생산과 서비스 판매에 주안점을 두고 있었다. 경제적 차원의 지속가능성에 역점을 둔 지원정책은 사회적 기업이 인큐베이팅 단계이기 때문에 불가피한 측면이 존재하지만 사회적 경제와 사회적 기업이 성장함에 따라 사회적 기업의 자율성과 사회적 차원의 지속가능성과 관련된 지원의 필요성도 점차 부각될 것으로 예상된다. 따라서 사회적 기업의 자력화를 위해 지방정부는 우선 지역사회의 특성에 기반한 지원정책을 강구할 필요가 있으며, 사회적 기업에 대한 인식제고와 함께 사회적 가치를 증진하는 방안을 모색해야 한다. 또한 사회적 기업이 성장할 수 있는 사회적 환경을 조성하고, 사회적 기업의 성격에 따른 차별화된 지원방안을 마련함으로써 사회적 기업의 자력화를 증진하는데 기여할 수 있을 것이다.

영문 초록

The purpose of this study is to review the role of local government in the empowerment of social enterprises by analyzing the supporting policy of Gwangju Metropolitan City and its municipal districts, Since the enforcing body of promoting policy for social enterprises is changing from the central government to the local government, the role of local government is now standing on the center of public attention. However, the administrative and financial support by the local government toward social enterprise is still staying in lower level than expected. Even though Gwangju Metropolitan City and its municipal districts are enforcing their own supporting policy according to each certification level, the roles of them have been limited only as a communicator of the financial support or an executor of supporting policy of the central government. Given this reality, this study suggests that, to enhance the empowerment of social enterprises, the local government shall expand the boundary of social enterprise so that it shall fit for the various characters of each local community. Further, this study proposes that it is necessary for the local government to organize Task Force Team in charge of social enterprises and the work scope of such Task Force Team shall be focused on the support to the social enterprises so that the social enterprises may contribute to improve the inherent value of social enterprises and create justifiable social capital by themselves. Lastly, this study will propose that the supporting policy of local government shall be executed in the point of view from procedural rationality and transparency through which the level of empowerment of social enterprises shall be eventually increased.
