지역사회 개혁운동 혹은 소비자 운동?

국문 초록

최근 먹거리와 관련된 일련의 파동을 거치면서 로컬푸드에 대한 관심과 당위론적 담론이 빠르게 확산되고 있다. 하지만 증폭되는 관심에 비추어 실질적인 성과는 예상외로 더디게 나타나고 있다. 그 중요한 원인 중 하나는 로컬푸드 운동에 내재된 두 가지 가치체계, 즉 먹거리 안전과 건강을 중시하는 소비주의적 가치와 생태적 관심이나 지역사회 공동체성의 회복을 중심으로 하는 개혁주의적 가치가 서로 긴장 관계에 있으며, 이 두 가지 제도적 논리를 하나의 통일된 운동 프레임 안에 융합하기 대단히 어렵다는데 있다. 이러한 문제의식에 기초하여, 본 연구에서는 로컬푸드 운동을 소규모 공동체 운동, 소비주의적 로컬 푸드 운동, 사회 개혁적 로컬푸드 운동 등 세 가지 이념형적 형태로 분류한 뒤, 지난 20여 년 동안 전개되어 온 춘천지역 로컬푸드 운동의 역사를 살펴보았다. 1990년대 초반 소규모 공동체 운동으로 시작된 춘천의 로컬푸드 운동은 그 초기적 성공을 기초로 개혁주의적 목소리를 높였으나, 회원들의 실용적 구매패턴을 고려하지 못한 결과 동원 기반이 급속히 약화되었다. 2008년의 광우병 파동과 사회적 일자리 사업 지원을 기점으로 다시 시작된 춘천의 로컬푸드 운동은 자립적 농업 발전과 먹거리 선순환 고리의 확립, 그리고 지역사회의 공동체성 회복이라는 개혁주의적 프레임을 먹거리 안전과 주민 복지라는 소비주의적 프레임과 적극적으로 결합하여 생산자와 소비자 사이의 물리적, 사회적 거리를 좁히려고 노력하고 있다. 하지만 다양한 참여 집단에 대한 면접과 설문조사를 보면, 운동 참여자들 간의 인지적 거리는 여전히 큰 것으로 나타났다. 춘천의 로컬푸드 운동, 나아가 우리나라의 로컬푸드 운동이 성공적으로 정착되기 위해서는 다양한 운동 참여 집단을 아우를 수 있는 설득력 있는 프레임이 마련되어야 할 것이다.

영문 초록

Despite the increasing attention and the rapid diffusion of academic and practical discourse about local food, a notable progress has not been made at the grassroot level. One of the reasons for this sluggish progress is that two potentially conflicting value systems involved in local food movements - consumerism focusing on food safety and physical health, and reformist value system such as ecological health, self-supporting agriculture and community development - hardly merge into a unified movement frame. In this article, three ideal types of local food movement are suggested - small-size community movement, large-scale reformist local food movement, and consumerist local food movement - and the history of the local food movement in Chooncheon is analyzed. Starting as a small-sized community movement, the local food movement in this region which sided too much with agricultural part, demanding one-sided sacrifice of consumer part, failed to gain momentum after a short period of initial success. The newly launched local movement, followed by the mad cow disease upheaval and a series of food safety problems, has attempted to incorporate the reformist frame such as agricultural development, establishment of a virtuous circle of local food, and recovery of community spirit, and the consumerist frame such as food safety, consumer right, and local welfare. However, the surveys of producers, consumers, and movement leaders show that the cognitive distance about local food is still far among the three participant groups. The article suggests that the firm establishment of local food movement in Chooncheon, not to mention, that in Korea in general, needs a unified movement frame which spans diverse participant groups and incorporates their concerns.
