남북 민족문화상징 통합 방안 연구

국문 초록

본 논문은 우리 민족의 공통성을 잘 드러내고 있는 남북한 민족문화상징의 통합이라는 새로운 방안을 제시함으로써, 효과적이고 실질적인 남북한 문화 통합의 가능성을 모색하는 것에 목적을 두고 있다. 본 논문에서는 우선 남북한 민족문화의 개념과 민족문화 정책을 비교해 살펴보았으며, 남북한의 대표적인 민족문화상징을 남북한의 ‘언어’, ‘아리랑’, ‘문화재’, ‘천연기념물’, ‘민족명절’, ‘민속놀이’라는 6개 부분으로 한정하여 비교 분석해 보았다. 이를 통해 남북한의 민족문화상징이 분단이라는 조건에도 불구하고 남북 민족구성원들에게 여전히 공통성을 유지하고 있음을 확인할 수 있었으며, 민족문화상징이 국가상징에 비해 통합이 용이하고 남북한 상징 통합을 확고히 하기 위한 실천적 방안까지 담아 낼 수 있다는 결론을 얻게 되었다. 그러나 남북한은 분단이라는 특수한 상황으로 인해 서로의 문화에 대한 차별화 된 시각이 존재하고 있는 바, 남북한의 민족문화상징의 통합에 있어서도 ‘민족정서를 바탕으로 한 남북한 문화통합에 기여’하고, ‘통일된 남과 북을 상징’할 수 있어야 하며, ‘민족구성원 누구나 동의할 수 있는 보편성과 상대 문화를 인정하는 다양성을 담고’ 있어야 하며, ‘용이한 통합의 선택과 그에 상응하는 실천을 담보’해야 하고, ‘지속적이고 일상적인 논의 구조를 확보’해야 만이, 남북한이 서로에 대한 시각적 차이를 극복하고 남북 상징통합에 적극적으로 나설 수 있을 것이라 판단되었다. 이러한 원칙과 방향에 기반하여 남북한 민족문화상징 통합의 방안을 제시하였는데 구체적으로 살펴보면 첫째, 남북한 간의 언어통합은 ‘남북 공동 국어사전의 편찬’과 ‘컴퓨터 부호체계와 자판의 통일’, ‘남북 외래어의 통일’ 둘째, 우리 민족을 상징하는 대표적인 노래 ‘아리랑’의 통합은 ‘가사와 연주방법의 합의를 통한 음악적 통합’ 셋째, 남북한 민족명절의 통합은 ‘남북 공동 민족명절 선포 및 공동행사 개최’ 넷째, 남북한 문화재, 천연기념물의 통합은 ‘남북 교차 지정을 통한 통합 관리’ 다섯째, 남북한 민속놀이의 통합은 ‘남북 공동 민속놀이 선포’와 ‘명절맞이 민속놀이 대회 남북 공동개최’ 등이다.

영문 초록

This research aims to find a possibility to unify the South and North Korean culture in an effective and substantial way, by considering a unification of national cultural symbols in South and North Korea, which show the commonality of our nation. First of all, the concepts of national culture and the national cultural policies in both South and North Korea have been compared each other, and the representative national cultural symbols have been analyzed in 6 categories such as ‘language’, ‘Arirang’, ‘cultural properties’, ‘natural monuments’, ‘national holiday’ and ‘ethnic plays’. It has been confirmed that the members of South and North Korea have still maintained the commonality of national cultural symbols, which has been led to a conclusion that these symbols are easier to be unified than the State symbols and also can promote the practical schemes to make the firm unification of national cultural symbols. South and North Korea, however, still have had some partial views towards each other’s culture due to the division of territory. The unification of national culture symbols, thus, should be made ‘to contribute to the South and North Korean cultural integration based on national sentiment’, ‘to represent the integrated South and North’, ‘to include the universality which all the members consent to and the diversity which helps people to recognize each other’s culture’, ‘to secure easy choice for unification and suitable actions’ and ‘to guarantee the structure of sustainable and everyday discussion’. South and North Korea will only then overcome the difference of the view towards each other and step forward more actively to unify the symbols. On this basis, some specific plans have been suggested in this research. For the unification of South and North Korean language, first, it has been proposed ‘to compile a common Korean dictionary’, ‘to unite the computer codes and keyboards’ and ‘to standardize the foreign words in both nations’. It, secondly, has been mentioned ‘to unify the lyrics and performing techniques of Arirang’, which is our most representative song, for a musical unification and thirdly ‘to declare the South-North joint national holiday’ for a unification of national holiday in South and North Korea. The forth plan suggested has been an ‘integrated management through the cross designation of South-North cultural properties and natural monuments’. Finally it has been emphasized ‘to declare the South-North joint ethnic plays’ and ‘to hold the contests’ for a unification of ethnic plays.
