브론펜브레너의 생태학적 체계이론에 의거한 장애인 복지정책 및 서비스의 분석

국문 초록

지난 수십년 간 법적ㆍ재정적ㆍ정책적 발전을 통해 한국사회의 장애인 복지정책은 과거에 비해 그 수준이 많이 증가하였다고 평가할 수 있으며, 이 과정에는 장애인에 대한 세계 환경의 변화와 사회의 각계각층, 특히 장애인 자신의 노력이 중요한 역할을 했다고 볼 수 있다. 그러나 거시적ㆍ권리적 측면을 강조하는 방향으로서의 장애 및 장애인정책 패러다임의 변화와 장애인의 사회통합이라는 궁극적 장애 복지정책의 방향성을 고려해 볼 때, 한국의 각종 장애인 복지서비스는 아직 그 갈 길이 멀다 할 수 있다. 이러한 맥락에서, 본 연구는 인간과 환경의 상호작용을 중요시한 브론펜브레너의 생태학적 체계이론을 적용하여 장애인 복지서비스 사업에 초점을 맞추어 현행 실시사업 모형의 네 가지 체계 속에서 분포 현황을 분석해 보았다. 그 결과 현행 한국 장애복지 서비스 사업의 대부분은 미시적 측면에 국한되고 정책적 성격 또한 시혜적ㆍ수동적ㆍ소비적 성격을 띠고 있다는 결론을 도출하였으며, 향후 한국사회의 장애 정책은 보다 확대된 방향으로서 중간ㆍ외ㆍ거시 체계적 요소들을 포함하는 정책적 방향으로 나아가야 한다는 사실과 그 성격 또한 적극적ㆍ능동적ㆍ가치창출적인 방향을 지향해야 한다는 점과 함께 그것을 위한 다양한 정책들을 제안하고 있다.

영문 초록

Over the past decades, the welfare of the disabled people in Korea has been developed in regard to: paradigm change, modified regulations and laws, increased budget, implementing various programs, etc. Many factors influenced these achievements; disabled people's endeavor for their right and welfare were the most important factor for the achievements. Nevertheless, the current welfare policies do not seem to meet the ultimate goal of the welfare, because the current social welfare policies are based upon micro perspective of disability polices. Therefore, this study proposes to analyze the current welfare policies and services using a Bronfenbrenner's ecological systems theory. This theory was adopted to examine whether the welfare policies and service implementation were well developed and delivered. Bronfenbrenner's four systems: microsystem, mesosystem, exosystem, and macrosystem were used as reference to identify the balance of the service delivery system. This study found that the current welfare delivery system heavily concentrated on the microsystem. Additionally this study found that the delivery system treats the recipients as passive demander and consumerists. The study strongly suggests that the welfare service should be balanced with broader ecological system such as meso, exo, and macrosystem. By examining the current welfare with Ecological systems theory, this study proposes that the policies should be the ones which invites disabled persons as active and valuable contributors to their community.
