국문 초록

본 연구의 목적은 우리나라의 장애인 건강권 관련 법·정책을 검토하고, 설문 조사를 활용하여 시각장애인들의 건강 실태와 의료 및 건강 서비스 이용 과정에서 경험하는 차별이나 어려움 등을 파악하는 것이다. 연구 목적을 달성하기 위해 국내법에서 규정하는 건강권 개념을 살펴보고, 설문조사를 활용하여 조사하였다. 설문에 참여한 시각장애인은 총 239명으로 기본 건강 상태, 의료 서비스, 의료지원 필요성에 대하여 2022년 9월 5일에서 10월 31일까지 수집하였다. 연구결과는 다음과 같다. 첫째, 시각장애인을 위하여 의료기관에서 약물복용을 위한 음성이나 확대 문자를 통해 파악이 가능하도록돕는 IT 기반 솔루션이 필요한 것으로 나타났다. 둘째, 3차 진료 기관에 이동에 불편이 있는 환자를원스톱(onestop) 형태로 지원할 수 있는 도움이 인력 배치를 추진할 필요가 있다. 셋째, 건강보험을통해 음성이나 큰문자 입출력 기능을 갖춘 헬스케어 보조기기를 무상 지원할 필요가 있다. 넷째, 개인트레이너 비용을 일부 지원하거나 운동 바우처 제도를 시행할 필요가 있다. 연구결과를 기반으로 시각장애인의 건강권 보장과 의료 및 건강 서비스 이용을 지원할 수 있는 방안을 제시하였다.

영문 초록

The purpose of this study was to review laws related to the right to health for the people with disabilities in Korea, and to identify the health status of people with visual impairment (PVI) and the discrimination or difficulties experienced in the process of using medical and health services. The concept of the right to health stipulated in domestic laws was reviewed, and online survey was used to investigate the health status of PVI. A total of 239 people participated in the survey, and basic health conditions, medical services, and medical support needs were collected from September 5 to October 31, 2022. The research results are as follows. First, an IT-based solution was needed to help PVI understand through voice or enlarged text for taking medication in medical institutions. Second, there is a need to promote the placement of manpower to provide one-stop support for patients with mobility difficulties in tertiary care institutions. Third, it is necessary to provide free support for essential healthcare auxiliary devices with voice or large text input/output functions through health insurance. Fourth, it is necessary to partially subsidize the cost of personal trainers or implement an exercise voucher system. Based on the research results, a plan to support the use of medical and health services and guarantee the right to health of PVI was proposed.
