국문 초록

본 연구는 국내외 무장애 관련 법규 및 규정들과의 비교 고찰을 통해 장애물 없는 생활환경 인증제도의 건축물부문 인증지표의 수준을 평가하고 향후 BF인증 평가지표의 개정시 보완방향을 모색하는 것을 목적으로 한다. 이를 위해 현행 장애물 없는 생활환경 인증지표 중 건축물부문 인증지표를 연구대상으로 하여 국내외 총 5개국의 무장애 건축 관련 법규 및 제도의 규정과 BF인증지표를 비교하였다. 고찰 결과, BF인증제도의 평가지표를 각국의 무장애 규정과 비교할 때 무장애 적용방식을 유일하게 제시하는 항목도 다수 있었으며 전반적으로 타 규정에 비해 월등히 높은 수준을 제시하고 있으나, 일부 지표는 타 규정의 적용방식을 참고하여 보완할 필요가 있는 것으로 조사되었다. 각각의 규정 상호간의 상충된 부분과 보완 수정되어야 할 내용은 면밀히 고려하여 향후 인증 지표의 개정시에 수정, 보완을 지속적으로 이루어 나가야 할 것이다.

영문 초록

Because the graying in Korea is progressing very rapidly and, at the same time, the possibility to become the acquired disabilities due to accident and illness shows the significant level, all the people can become the disabled and as the age gets higher, the recognition that they may experience discomfort in daily life due to physical disabilities gradually increases. Accordingly, the interest on the barrier-free related closely to the movement of the aged and the disabled and their access is gradually increasing. In this situation, the barrier-free certification system has been implemented since 2008, so the acquisition number of the system gets higher over year and the overall recognition on the barrier-free is going upward. Considering the status of building to acquire the real certification, however, it can be seen that some constructions are focusing only on the acquisition of assessment points unlike the original purpose of certification, or the barrier-free. Accordingly, this study purposes to present the improvement on the criteria by analyzing concretely the certification and evaluation criteria and review of governmental regulations. To achieve this result, this study is establishment and complementary directions of BF criteria by comparing between domestic and international regulations.
