개방등록제를 통한 비겨주지 학교 선택이 학업성취도에 미치는 영향

국문 초록

본 연구는 2010년 서울특별시에서 실시한 고등학교 선택제도의 일종인 개방등록제(open enrollment)의 도입에 따른 비거주지 학교선택 동기, 학교선택동기와 사회경제적 배경의 연관성, 비거주지 학교 선택의 효과, 비거주지 학교선택 동기와 학교선택 효과의 관계 등을 조사하는 것을 목적으로 하였다. 본 연구는 서울시 고교선택 제도가 지니고 있는 확률 추첨에 의한 실험설계적 요소를 활용하여 비거주지 학교를 선택한 학부모와 학생들의 감추어진 특성에 의한 추정의 오류, 즉 선택편의 (selection bias)를 통제하면서 학교선택 효과를 측정하였다. 연구결과에 의하면 비거주지 학교선택의 동기는 대학진학 실적, 학교명성, 프로그램 등 학업 성취적 요소가 대다수를 차지하고 있으나 학교시설, 친구, 내신 성적 유리 등 비학업적인 요소도 상당 부분을 차지하고 있었다. 비거주지 학교선택 동기는 가정배경보다는 중학교 시기의 학업성취 수준과 연관성이 있었다. 비거주지 학교선택의 학업성취 효과는 국어와 영어에서 유의미한 결과를 보였으며 수학교과에서는 효과를 보이지 않았다. 비거주지 학교선택의 동기 유형에 따라 학업성취도에 다른 영향을 보였으며 대학진학 실적, 학교 명성 혹은 교육 프로그램이 학교선택의 주요 동기인 경우에 국어나 영어에서 성취도 향상으로 이어지고 있었다. 끝으로 서울시에서 실시하고 있는 개방등록제가 부유층의 감추어진 학교선택 수단인 거주지 이전과 사회적 네트워크에 대비하여 부모의 학력이나 소득수준에 관계없이 저소득층에게도 원하는 학교를 선택할 수 있도록 하여 교육기회의 실질적 평등을 실현시킬 수 있는 제도라는 측면에서 고교 평준화 제도와의 병립에 대한 함의를 논의하였다.

영문 초록

The purpose of this study is to examine inter-district school choice reasons, relationship between school choice reasons and SES, and the effects of inter-district school choice on student achievement under the high school choice scheme of Seoul Metropolitan City in 2010. Utilizing random assignment element in high school choice by lottery, the study controlled for selection bias, that is, measurement errors in school choice effects caused by unobservable traits of parents and students who made choice. The study found that the main reasons of inter-district choice included percentage of graduates who advanced to top-tier universities, prestige, and program quality, but school facilities, friends, and relative advantage in high school GPA were also reasons for inter-district choice. The reasons for inter-district school choice were more highly correlated with students' achievement level in middle school years than SES. The effects of inter-district school choice on achievement were statistically significant in the Korean language and English, but not in mathematics. The effects varied by inter-district school choice reasons: those who had chosen high school based on percentage of graduates advancing to top-tier universities, school prestige, and program quality showed a statistically significant higher achievement level in Korean and English. Finally, the study discussed a paralleled implementation of school leveling policy and open enrollment school choice considering that the open enrollment school choice is a policy which can realize equal education opportunities for low-income disadvantaged students.
