국문 초록

이 연구는 두뇌한국(Brain Korea)21 사업(이하 BK21사업)의 효율성을 분석함으로써 대학의 연구역량 강화사업 운영에 시사점을 제공하는 것에 그 목적이 있다. 이를 위하여 이 연구에서는 제1단계 BK21사업의 과학기술분야에 참여한 48개 사업단을 최종 연구대상으로 선정하였고, 선행연구를 분석하여 투입변인, 산출변인, 그리고 사업단 및 대학 특성변인을 선정하였다. 연구문제를 분석하기 위하여 DEA, 로지스틱 회귀분석, 그리고 비모수적 검정의 통계적 방법을 사용하였다. 분석 결과를 정리하면 다음과 같다. 첫째, 연구대상이었던 총 48개 사업단 가운데 효율적 사업단은 6개이고 비효율적 사업단은 42개인 것으로 나타났다. 둘째, 사업단의 세부 투입량과 산출량을 효율적 사업단과 비효율적 사업단별로 나누어 비교하여 각 변인의 차이를 분석한 결과, 효율적 사업단은 비효율적 사업단에 비해 투입변인의 양이 적은 반면에 산출량은 더 많은 것으로 분석되었다. 셋째, 주관 사업단 보다는 참여 사업단, 국･공립 대학 보다는 사립대학, 외국인 교수수가 적은 대학 보다는 많은 대학, 전임교원 1인당 주당 수업시간이 많은 대학 보다는 적은 대학에 소속한 사업단이 더 효율적으로 운영된 것으로 나타났다. 넷째, 효율적 사업단은 투입변인 중에서는 국고예산과 대응자금, 산출변인 중에서는 참여인원 1인당 논문수, 교수 논문당 IF, 그리고 교수 1인당 산업체 연구과제 액수의 세 변인이 모두 고른 기여를 한 것으로 나타났다. 비효율적 사업단에 비해 상대적으로 더 적은 인적･물적 자원을 투입하면서도 높은 연구성과와 산학협력이 이루어졌음을 확인하였다. 이 연구를 통하여 나타난 결과들을 토대로 변인수준, 사업 참여 조직의 연구력 증진, 그리고 평가제도의 세가지로 나누어 결론을 제시하였다.

영문 초록

The purpose of this study was to analyze the efficiency of the industry-academic cooperation foundations(IACFs) which participated in the BK 21 by using various statistical methods. Especially, data Envelopment Analysis(DEA) conducted to evaluate the relative efficiency of a set of 'Decision Making Units'(DMUs) with multiple inputs and outputs. It has the advantage for useful non-parametric method. After reviewing literatures, five research questions were addressed in this study; ① What is the distribution between efficient and inefficient IACFs which participated in the BK21? ② What are the important input and output variables? ③ Are there any significant differences in efficiency scores when analyzed by characteristics like participation type of IACFs, private-public type, location, comprehensive-speciallized universities, the number of the foreign faculties, and class hours per week of faculties? ④ What are the characteristics of efficient and inefficient IACFs? This study has evaluated 48 IACFs based on the national data of the BK21 projects. Through a comprehensive literature review, four input variables and three output variables were chosen for the DEA model. Logistic regression and non-parametrical methods were adopted for further analysis. For the statistical analysis, Frontier Analyst 3, EMS 1.3, SPSS 17.0, and Excel 2003 packages were used. The major findings of the research were as follows; First, About 87.5% of all IACFs were required to improve the efficiency. Second, there were significant differences in efficiency depending on the attributes such as private university, the number of foreign professors, class hours per week. Third, the most important input variables were the number of professors. For outputs, especially, impact factor and cooperating with industry were important for inefficient groups to be efficient groups. Finally, inefficient IACFs showed lower outputs with bigger inputs. Taking these result into consideration, followings are suggested; First, various strategies for motivating faculty should be devised. Second, university and government should guarantee the enough research funds for both productivity and efficiency. Third, research quality also shluld be assured. Forth, systamatic supports for eccelerating cooperation between industry and academiy should be designed. Fifth, to improve efficiency, the best practice of the private university should be benchmarked. Sixth, specialization and internationalization are the key factors for efficiency. Seventh, the inadequate research condition issues would be addressed. Eighth, efficiency evaluation should be considered for the next national projects The research conducted is significant as it found valuable informations related to the efficiency of IACFs. In spite of the limitation in research design, the findings and suggestions would contribute to the efficiency improvement of the BK21 and next projects.
