국문 초록

이 글은 2012학년도부터 도입되는 국가장학금을 포함한 대학 등록금 및 장학금 지원정책의 향후 발전과제를 제시하는 데 목적이 있다. 이를 위해서 첫째, 대학 등록금 및 장학금 지원 관련 주요 제도를 고찰하고, 둘째, 대학의 순 등록금(net tuition)과 순 등록금의 가계 부담 정도 등을 분석하고, 셋째, 대학등록금 및 장학금 지원의 문제점과 주요 쟁점을 정리한 후, 넷째, 대학 등록금 및 장학금 지원 정책의 향후 개선방향과 과제를 제시하였다. 연구결과를 토대로 향후 개선 과제를 제시하면 다음과 같다. 첫째, 대학등록금 지원 정책을 재검토할 필요가 있다. 이를 위하여 등록금 혹은 등록금 인상률이 지나치게 높은 대학에 대한 선별적 규제 정책, 대학의 대응투자형 장학금의 최소화, 사회적 수익이 높은 전공계열에 대한 정부 분담금 확대 등을 제안하였다. 둘째, 장학금 실수요 집단의 이용도 제고 방안을 마련할 필요가 있다. 이를 위하여 저소득층 장학금의 최초 신청단계 성적기준의 완화, 학생 및 학부모의 대학교육비에 정보력 향상 방안 등을 제안하였다. 셋째, 대학 등록금 및 장학금 재원의 다원화와 안정적 확보 방안을 마련할 필요가 있다. 이를 위하여 대학별 장학적립금을 한국장학재단에서 관리 운영하는 학습지원기금(Learning Fund)으로 전환, 정부재원 부담비율의 획기적 확대 등을 제안하였다. 넷째, 대학 등록금 문제가 생활비를 포함한 총 대학교육비 문제를 상징적으로 표출한 것이라는 관점에서 정부 학자금 대출에 대한 인지도 및 이해도를 높임으로써 제도의 효과적인 활용 제고를 제안하였다.

영문 초록

The purpose of this article is to suggest the improvement plans which support the colleges tuition fees and grants in Korea. To do this, first, the policies, which support college tuition fees, grants, and scholarships, are examined. Second, the colleges net tuition fees and the financial means of the household are analysed. Third, the major issues of college tuition fees, grants, and scholarships are summarized, and fourth, the improvement plans, which support colleges tuition fees and grants, are suggested. Based on the results, future improvements are as follows. First, it is necessary that the policy of college tuition support is reconsidered. These are the selective regulatory policies for the colleges with recently inflated tuitions; minimizing the fund-matching type of grant; and the introduction of cost-sharing system according to the social benefits associated with a student's major. Second, the grants scheme must focus on becoming more accessible in order to be used by the students with most demand. To this end, the academic requirements of low-income scholarships are lowered and the information about college net tuition is made available for students and parents. Third, there is a plurality of funding college tuition and scholarships, and increasing the stability of financing higher education. To this end, colleges' scholarship fund is transferred into Learning Fund and KOSAF manages and operates them more efficiently. Fourth, the college tuition problem is to take into account the total college education cost. So the government must raise awareness and understanding of student loans and enhance the effective utilization of the system.
