교육복지재정의 방향과 과제

국문 초록

교육복지의 중요성이 강조되면서 교육복지의 개념과 모형, 법적･제도적 지원체제 구축하기 위한 노력이 상당 부분 진행되어 왔으나, 이를 실질적으로 뒷받침하는 교육복지재정에 대한 분석과 논의는 부족했다. 본 연구는 현재 중앙정부와 지방정부차원에서 추진되고 있는 교육복지정책의 범위에 한정하여 교육복지재정의 현황과 문제점을 분석하고 향후 교육복지재정이 나아가야 할 방향과 과제를 제시하고자 하였다. 교육복지재정의 현황과 문제점은 보통교부금의 기준재정수요액 산정기준, 특별교부금 운용 현황, 시도교육비특별회계편성에 비추어 지역간 격차를 분석하였고, 교육재정 운영 과정에서 학생들의 필요에 따른 지원이 이루어지지 못하는 비효율성을 제시하였다. 이러한 분석결과를 바탕으로 향후 교육복지재정은 통합성, 안정성, 책무성, 협력적 거버넌스의 원리를 지향하는 방향으로 수립되어야 하며, 국가차원의 국가교육복지위원회를 구성하고, 교육복지재정의 확보, 배분, 지출(운영), 평가, 법적 지원방안으로 구분하여 주요 과제를 제시하였다. 향후 교육복지는 모든 학생들의 교육기본권을 보장하고 학교교육과정 속에 내장된 적극적인 교육복지관을 구현하는 형태로 추진되어야 하며, 이를 위해서는 교육복지재정의 전체 운영 과정도 단위학교 내 학생 맞춤형 통합지원 방식으로 전환되어야 할 것을 강조하였다.

영문 초록

As importance of educational welfare is emphasized, an effort for implementing a concept & model of educational welfare and a legal･institutional support system has been considerably progressed. However, the analysis and discussion about educational welfare finance of supporting this realistically were short. The purpose of this study was to analyze the present status and problem about educational welfare finance by setting limits to educational welfare policy, which is being driven now by the dimension of the central government and the local self-government, and was to suggest direction and task to which the educational welfare finance will need to advance in the future. The present status and problem about educational welfare finance were analyzed the scoring criteria of the Standard Fiscal Needs for common subsidy, the present status of operating special subsidy, and the regional disparity in light of organizing city-province education special account. Inefficiency was suggested that fails to be supported according to students' needs in the process of operating educational finance. Based on these analytical results, the future educational welfare finance needs to be established in the direction of pointing to the principle of integration, safety, responsibility, and collaborative governance. The main task was presented by dividing it into security, distribution, expenditure(operation), evaluation, and legal support plan after forming the national educational welfare committee in the national dimension. The future educational welfare needs to be driven in the form of securing all students' basic right of education and implementing positive view of educational welfare, which is embedded in the school curriculum. For this, even the whole process of operating educational welfare finance was emphasized to be necessarily changed into a method of student-customized integrated support within unit school.
