국문 초록

본 연구의 목적은 형평성 분석의 대상으로서 과정적 자원들을 포함하는 교육 자원들과 교육 결과들의 적정성 및 형평성을 분석•종합하여 종국적으로는 제공된 투입/과정 자원 형평성 (또는 적정성)과 실현된 교육 결과 형평성 사이의 관계를 탐색하는 데 있다. 이 연구는 형평성 분석을 위해서는 Berne과 Stiefel의 형평성 프레임웍을, 적정 교육비 산출을 위해서는 성공적인 학교 접근방법을 활용하였다. 이 연구를 통해 수행된 적정성과 형평성 분석들의 종합적 결과들은 다음과 같은 결론들을 제시하고 있다. 첫째, 과정적 자원 형평성의 확보는 결과 형평성을 향상시키는 데 있어 중요하다. 이 연구는 미국 공립학교들에 제공된, 대표적 투입 자원으로서 적정 교육비 수준 또는 그 이상의 1인당 학생교육비 지출은 학교 성과의 향상을 담보하기엔 충분하지 않음을 보여준다. 둘째, 과정적 자원들의 수평적 불평등은 수직적 불평등에 영향을 미친다. 셋째, 이 연구는 사회경제적 지위 요인의 자원 및 결과 불평등에 대한 영향력에 있어서는 기존 연구들과 같은 결과를 재확인하고 있지만, 다른 한편으로 적정 교육비 보장의 학교 성과에 대한 영향력에 있어서는 학교 무질서의 감소와 같은 학업 이외의 학교 성과를 향상시키는 데는 적정 교육비의 보장이 유의미함을 보여주고 있다. 마지막으로, 이 연구는 일반 학생들에 비해 장애를 가진 학생들의 결과 형평성을 위해서는 과정적 자원 불평등을 향상시킬 수 있는 더 많은 노력들과 보다 효과적인 전략이 요구됨을 시사하고 있다.

영문 초록

The purpose of this study is to analyze and to synthesize adequacy and equity of educational resources, including throughput (process) resources, and educational outcomes as an equity object, and then finally to explore the relationship between the provided input/throughput resource equity (or adequacy) and the realized educational outcome equity. This study utilized Berne and Stiefel’s equity framework and the successful school approach for estimating the cost of adequacy. The synthetic results of adequacy and equity analyses suggest the following conclusions. First, the guarantee of throughput resource equity is important to improve outcome equity. This study indicates that the cost of adequacy itself ($7,322 as of 2002) as a representative input resource or the amount above per pupil expenditures provided to the U.S. public high schools is not enough to secure the improvement of school performances. Second, the horizontal inequity of throughput resources affects their vertical inequity. Third, even though this study confirms the effects of the SES factor on resource and outcome inequity as illustrated in previous literature, this study has the potential to support the position that guaranteeing the cost of adequacy is meaningful to improve schools’ nonacademic performance (e.g., reducing school disorder). Finally, this study suggests that greater effort should be made and more effective strategies for improving throughput resource inequity should be implemented in targeting outcome equity for special-needs students compared to no special-needs students.
